The hearing arose because of an FHA report to Congress on its current budget situation, which revealed that if the housing market continues to worsen, the agency is at risk of needing federal help. Secretary Donovan in his testimony that the FHA is not in need of a bailout thus far. He added that the reserve fund is being monitored closely, risks are being assessed, and steps are being taken to protect taxpayers.</description>

      <title>National Flood Insurance Program</title>
      <description>The House Financial Services Subcommittee on Insurance, Housing and Community Opportunity held a hearing on the National Flood Insurance Program. The program insures more than 5.5 million houses in the U.S., but is more than $18 billion in debt and has been unstable since the hurricanes of 2004 and 2005. 
Federal Emergency Management Agency Administrator Craig Fugate was scheduled to appear at the hearing but could not, due to the 8.9 earthquake and tsunami that struck Japan earlier in the morning and the subsequent tsumani threat to Hawaii and the west U.S. coastline.</description>
