      <title>Public Service Awards</title>
      <description>Former Rep. Roemer presented both Senators Hagel and Kennedy with the Edmund S. Muskie Distinguished Public Service Award. After he outlined Senator Hagel's biography and the reasons for his receiving this award, Senator Hagel spoke about his career. Mr. Kovler related Senator Kennedy's biography and his career accomplishments that earned him this award. Senator Kennedy talked about his experiences in developing legislation, and described some of the policy priorities in education and child care that mean the most to him.</description>

      <title>Tribute to Senators Byrd and Lugar</title>
      <description>Senators Byrd and Lugar received the 2003 Edmund S. Muskie Distinguished Public Service Award from the Center for National Policy. The award honors those who have made significant contributions to the public interest, focusing on individuals who can hold to principle and also cooperate in service of the common good. When accepting the award, Senator Byrd honored past politicians who had given up their private careers to enter public service and deprecated the factors that might have dissuaded them today such as partisanship, negative campaigning, and campaign financing. Senator Lugar spoke about the service of Senators Byrd and Muskie and about the bi-partisan efforts for the nonproliferation of nuclear weapons.</description>

      <title>Politics of Race and Ethnicity</title>
      <description>The Center for National Policy sponsored a forum entitled, "Democrats and the American Idea: Lessons from a Party's History," on the eve of the Democratic Party's 200th anniversary. A panel discussion during the forum focused on the issues of race and diversity in American politics. Panelists discussed recent events concerning politics and race, including the recent violence in Los Angeles that occurred after the acquittal of four white policmen charged with beating a black suspect, as well as the history of the Democratic Party. Panelists responded to questions from the audience following their prepared remarks. Sen. Bradley discussed the current voting registration laws and the history of voting enfranchisement in the United States.</description>
