      <title>Weapons of Mass Destruction Report</title>
      <description>Members of the Commission on Prevention of Weapons of Mass Destruction, Proliferation and Terrorism, testified about the findings and recommendations in their final report, [World at Risk]. The report recommended decisive and quick global action to counter the potential manufacture and distribution of weapons of mass destruction. It also predicted that without action terrorists would use such weapons in an attack within the next five years. In their testimony they also called for a review of programs to secure dangerous viruses and bacteria, and  better technology trace the source of these pathogens.</description>

      <title>Report on Preventing Nuclear and Biological Terrorism</title>
      <description>Commission members presented a report on their study of the threat posed by weapons of mass destruction. The report stated that a nuclear or biological attack is likely within five years and called for decisive global action to address the threat. It also singled out Pakistan as a likely location for terrorist training and activity and recommended that a new White House office be formed to coordinate efforts to prevent an attack using weapons of mass destruction. Commissioners also answered questions from the reporters.</description>

      <title>Public Discourse Project Second Report</title>
      <description>The 9/11 Public Discourse project announced the release of the second report on 9/11 Commission recommendations titled "Reforming the Institutions of Government."  Members of the September 11 Commission criticized the Federal Bureau of Investigation (FBI) in its efforts to overhaul antiterrorism programs in response to the World Trade Center attacks. They said that there were still numerous problems impeding the FBI's ability to carry out its new counter terrorism function effectively. Following their presentation, the panelists responded to questions and comments from members of the audience.
 
 The report issued on October 19 found that the Bush Administration and Congress had made "minimal" or "unsatisfactory" progress on 8 of 14 of its recommendations for overhauling the government to deal with terrorist threats.
 
 This event was held inside the Oceanic Room of the Ronald Reagan Building. The first report of the 9/11 Public Discourse Project, the nonprofit successor organization to the 9/11 Commission, was released on September 14, 2005.</description>

      <description>The 9/11 Public Discourse Project, the nonprofit successor organization to the 9/11 Commission, released a report on homeland security and emergency preparedness. They assessed various implementations of 9/11 Commission recommendations and discussed what happened with each action, why they are still important, and how to fully realize the recommendations. After their presentation they responded to questions and comments from reporters.
 
 Recommendations that received a grade of minimal progress included:  Provide adequate radio spectrum for first responders, establish a unified incident command system, allocate homeland security funds based on risk and vulnerability, private sector preparedness, improve airline screening checkpoints to detect explosives, checked bag and cargo screening, comprehensive screening system, and standardize secure identifications.
 
 Recommendations that received a grade of unsatisfactory included:  National critical infrastructure risks and vulnerabilities assessment, national strategy for transportation security, improve airline passenger pre-screening, and international collaboration on borders and document security.
 
 Recommendations that received a grade of some progress included:  Better terrorist travel intelligence and biometric entry-exit screening system.</description>
