      <description>Former Centers for Disease Control directors discussed the topic, "Protecting the Nation's Health: Major Challenges of the 21st Century."  Among the topics they addressed were the CDC's legacy in fighting infectious diseases, current threats to public health, and the capacity of the American public health system to react to future threats. They also answered questions form the audience.</description>

Following his remarks he attended a panel discussion on the challenges to short-term and long-term fiscal health and the need for spending discipline, budgetary reforms and entitlement reform, including Social Security reform. The panel was moderated by OMB Director Joshua Bolten.</description>

Among the topics they addressed were the cost of health care, the health insurance industry, prescription drug programs, and Medicare.

      <title>AIDS Prevention Efforts</title>
      <description>The subcommittee heard testimony from health care providers and legislators on the government's prevention efforts against the AIDS epidemic. More than 218,000 cases of AIDS have been reported in the U.S. to date, spreading most rapidly in the southern regions of the country. Issues raised in the hearing included the administration's public awareness campaign against AIDS and the allocation of resources toward testing and outreach programs. Dr. Roper discussed the media campaign on AIDS put forward by the National Commission on AIDS.</description>

      <title>Surgeon General's Annual Report</title>
      <description>The participants presented the findings of their recent report on smoking and health in the Americas. Basic findings were that smoking levels are down in the U.S. and Canada, but major increases in smoking related disease and death are occuring in these two countries. In Latin America and the Caribbean, smoking rates are rapidly increasing particularly among women and youth. Smoking related disease and death rates are also rising rapidly. In the Latin American and Caribbean nations, large tobacco industry lobbies are successfully detering smoking legislation and taxation.</description>

      <title>Mandatory AIDS Testing for Medical Personnel</title>
      <description>Dr. Roper discussed federal guidelines released earlier in the day urging medical professionals and workers who engage in medical procedures involving the possible exchange of blood to be tested for the HIV virus, the virus associated with AIDS. AIDS activists have opposed AIDS testing for medical personnel, fearing such tests will result in persecution of medical personnel who test positive but who engage in adequate precautions against the transfer of blood. The issue has come to national attention largely because of a woman in Florida who is dying of an AIDS related infection after being infected with the HIV virus by her dentist.</description>

      <title>Measles Epidemic</title>
      <description>The committee heard testimony on the spread of measles, a "childhood" disease which poses a grave threat to infants, children and adults. Measles is preventable through immunization, but due to public apathy, federal medical spending cutbacks, and societal ignorance, measles has been allowed to continue and spread until it has reached epidemic levels. Witnesses testified to the extent and severity of the measles epidemic, and criticized cutbacks in appropriations for basic medical services, including vaccination programs. Dr. Roper stated that immunization programs are one of the most cost-effective public medical programs in America today, but less than half of poor children in America are immunized.</description>
