Mr. Gephardt and Mr. Bennett were skeptical a deal would be accomplished. However, all three agreed that President Obama must nominate someone to replace Treasury Secretary Geithner as quickly as possible.

      <title>September 11 Attacks Anniversary</title>
      <description>In a major foreign policy speech on world affairs since the September 11, 2001 attacks on the U.S., President Bush talked about efforts to combat global terrorism, the progress of the efforts to combat terrorism, recent disruptions of terrorist plots by al-Qaida operatives, and warned governments and agencies supporting terrorist groups to cease their activities. He also talked about operations in Iraq, relations with Muslim adherents, and the spread of Islamic fundamentalism. 
 
 His remarks on the war in Iraq and the threat posed by Islamic fundamentalism were subsequently depicted in the press a departure from previous rhetoric on the motivations of terrorist organizations.
 
 The speech was delivered at a meeting of the National Endowment for Democracy held to mark the 4ht anniversary of the September 11 attacks. Additional speakers spoke about America's role in the world, the need to spread democracy, and efforts to foster democratic institutions.</description>

Primarily, the speakers criticized President Bush and his policies.
 
 On September 23, Vice President Cheney spoke at a reception for a Bush-Cheney 2004 fundraiser in Manchester, New Hampshire. After an introduction by Governor Benson, Vice President Cheney talked about the accomplishments of the Bush administration, including efforts in areas such as homeland security, the war on terrorism, and the economy. The event raised about $250,000 for the campaign.</description>
