After serving 22 years in the U.S. Senate and almost two years on the Clinton cabinet, he is returning to his home state of Texas to enter private business. The president then introduced White House economic adviser Robert Rubin as his choice to be the next Treasury secretary, although this nomination must be confirmed by the Senate. Following the signing, they stood up to shake hands and to observe Treasury Secretary Bentsen and the director of Russian customs sign a mutual customs assistance agreement. The two Presidents delivered statements of mutual congratulations on progress made at their summit meetings, after which they took questions from U.S. and Russian members of the press. Presidents Clinton and Yeltsin underscored that, with the end of the Cold War, major progress has been achieved concerning strengthening global strategic stability and nuclear security. Both the United States and Russia are significantly reducing their nuclear forces. Important steps have been taken to detarget strategic missiles. Multilateral negotiations on a comprehensive nuclear test ban have begun. Further, the Presidents noted the key role of the Non-Proliferation Treaty in ensuring global stability.       <description>At a press briefing this morning, Secretary of the Treasury Lloyd Bentsen reported on a Treasury study of Americans without health insurance. The study revealed that most of the uninsured are members of middle-income working families. Of 37 million uninsured; 84 percent are in working families; 8.3 million of them, children. One in three belongs to a family making over $30,000 a year. For most of the uninsured, employers do not have or do not provide coverage, or workers cannot afford to buy it without help. Further, for most uninsured, being without insurance is a long-term problem.</description>

      <description>From the Palazzo Reale in Naples, Italy today, Secretary of the Treasury Lloyd Bentsen and Secretary of State Warren Christopher briefed the media on aspects of the Summit. Bentsen discussed several topics including economic growth and deficit reduction in the United States as compared to European nations, the creation of jobs, and efforts to complete the Uruguay Round of GATT. Christopher announced that the G-7 leaders have agreed to adapt and renew the present institutions to the 21st century, and noted that this would be the center of the agenda in Halifax. He indicated that, during this European trip, the President has focused on his vision of integrating the new market democracies of Central and Eastern Europe into the structures and institutions of the West. He also discussed achievements of the Summit that are relevant to U.S. foreign policy.</description>

      <title>U.S. Trade Policy</title>
      <description>Secretary of the Treasury Lloyd Bentsen, U.S. TradeRepresentative Mickey Kantor, and President of the Consumers Union Rhoda  briefed the media and took questions on the GATT Uruguay Round agreement. Karpatkin announced that the Consumers Union supportsthe GATT Uruguay Round agreement, and urged that the Congress ratifythe agreement this year so that consumers can begin to reap itsbenefits in 1995. Karpatkin explained that the final agreement reached in Geneva last December is a first step in an evolving processthrough which further necessary improvements are made. She cited the improvements as:  broader recognition by the World TradeOrganization and the GATT of environmental concerns; a more public dispute resolution process; greater equity for the leastdevelopednations through further reduction in tariff quotes and other trade barriers; implementation of the decision by GATT members to compensate food importing developing nations for the expected increase in food prices as agricultural subsidies are reducedunder the agreement; and the maintenance of high national standards as members engage in the GATT process of harmonizing national standards.</description>

      <title>Native American Issues</title>
      <description>In his meeting with American Indian and Alaska Native tribal leaders today at the White House, President Clinton spoke of respecting the values, religions, identities, and sovereignty of Native Americans and tribal governments. The President stressed that the federal government must "dramatically improve" its relationship with the tribes and become full partners with the tribal nations. The President signed a government directive requiring every executive department and agency of government to take two steps:  (1) remove all barriers that prevent them from working directly with tribal governments and (2) make certain that if they take action affecting tribal trust resources, they consult with tribal governments prior to that decision.</description>

      <description>In a speech honoring the 1994 Victim Service Award Recipients, President Clinton praised the end of partisan gridlock over the Brady Bill. He announced attempts to get weapons of destruction, semi-automatic assault weapons, off the streets as well. The President explained that he believed in the right to bear arms, but with freedoms come responsibility. He asserted that the Congress has a responsibility to the nation to save lives by taking those types of weapons off the street. Media question following the President's speech centered on China, Bosnia, and Crime Legislation.</description>

      <title>Presidential Health Care Proposal</title>
      <description>Lloyd Bentsen, Secretary of the Treasury, and Erskine Bowles, Director of the Small Business Administration, briefed the media today on the status of health care reform. Secretary Bentsen said he believes the final health reform bill that the Congress agrees on will contain the basic issues the Administration proposed, but with some "changes and differences."  He indicated he's optimistic that the health reform bill will be approved this year. Director Bowles examined the health care plan's effect on small business owners. "My belief is that there is no solution to the crisis that the small business owners face today without universal coverage," he said. Bowles added that, without universal coverage, the cost shifting that's occurred in the past will continue in the future; and it will be shifted to the "weakest link" in the chain-- the small business owner.</description>

      <title>Clinton Tax Policy</title>
      <description>Secretary of the Treasury Lloyd Bentsen today briefed the media and took questions on the deficit reduction plan and its impact on taxes. Bentsen indicated that the deficit reduction plan includes $255 billion in cuts and just under $250 billion in higher revenues. The plan calls for cuts in entitlements, a "slight" increase in the corporate income tax, and a "small" gasoline tax. As for the individual income tax rate, Bentsen stressed, "We only changed the very top rate."  For individuals with an adjusted gross income of more than $180,000, the rate increased from 31 to 36 percent. For those with an adjusted gross income of over $300,000, the rate increased from 31 to 39.6 percent. Bentsen emphasized that 98.8 percent of all taxpayers experienced no increase in the income tax rates this year.</description>

      <title>Banking Regulatory Consolidation</title>
      <description>Treasury Secretary lloyd bentsen testifies before the Senate Banking Committee to discuss the administration's proposal to reform the system for regulating banks. Currently there are four government agencies responsible for regulating banks and savings and loans; the office of thrift supervision, the federal reserve board, the office of the comptroller of the currency and the federal deposit insurance corporation. The administration's proposal would create a five member commission which would be responsible for regulation of the banking industry. The Clinton administration is proposing that the current four agency system for regulating the banking industry be consolidated into one federal banking commission consisting of five members. Currently the banking industry is regulated by the federal reserve board, the office of thrift supervision, the comptroller of the currency, and the federal deposit insurance corporation.</description>

      <title>U.S. Economic Policy</title>
      <description>Secretary Lloyd Bentsen, Secretary Robert Reich, and Chair of the Council of Economic Advisors Laura Tyson briefed the media today on efforts to reduce the deficit and create jobs. Secretary Bentsen stated that the Administration is about $65 billion ahead of projections on deficit reduction and has created approximately 1.9 million jobs since last January when the President took office. He indicated that the fundamentals for sustained economic growth are "very positive" and that business investment, corporate earnings, and consumer confidence have increased. The Secretary acknowledged that the Federal Reserve intends to raise short-term interest rates by a small amount. "We anticipate that would mean roughly a quarter of a point."  The Secretary stated that the Administration anticipated such an increase in its forecast. "We still think the economy will grow at a three-percent rate this year."  Secretary Reich discussed the significance of the Goals 2000 Bill, the School-To-Work Opportunities Act, and the Re-employment Bill. Media questions focused on these topics:  cutting 100 more federal programs to further reduce the deficit; the stock market's reaction to the Federal Register's announcement on raising short-term interest rates; the impact that the cold weather had on retail and service sector jobs; efforts to lower unemployment rates; and the Administration's meeting next week with Japanese Prime Minister Hosokawa.</description>

Media questions covered these topics:  securing funding for the President's proposals in the crime bill; reducing the federal deficit; keeping nonresidents out of public housing projects; and distributing the funds for "Operation Safe Home."</description>
