      <title>U.S. Pre-Invasion Foreign Policy Toward Iraq</title>
      <description>The committee heard testimony on the U.S. foreign policy concerning Iraq prior to Iraq's invasion of Kuwait in mid-1990. Specifically, the committee sought information concerning the support of Iraq's economy and armed forces through Iraq's deals with the Department of Agriculture and other government agencies. The witnesses discussed the involvement of an Italian bank with U.S. branches whose chairman was indicted in 1991 for having made $2 billion in unreported loans to Iraq. The committee also sought to learn to what extent Cabinet officials from the Bush adminstration have cooperated with the investigation of the Italian bank by the House Banking Committee. Rep. Charles Rose said Iraq had "absolutely" used U.S. Department of Agriculture agriculture export credit guarantees, for which the U.S. is still liable, to purchase arms and weaponry.</description>
