North American Free Trade Agreement

Representatives of labor and consumer groups spoke in a news conference to announce their opposition to the North American Free Trade Agreement, legislation that would lower tariffs between the U.S., Canada and Mexico as a spur for increased trade in the Western Hemisphere. The news conference followed a statement earlier in the day by U.S. Trade Representative Mickey Kantor that the U.S., Canada and Mexico had come to an agreement on supplementary agreements to the legislation concerning labor and environmental issues. Mr. Jontz said the side agreements did not solve the main problem of the agreement, which he said would encourage U.S. industry to move to Mexico.

Clearcutting of National Forests

The subcommittee heard testimony on the practices of the National Forest Service in clearcutting areas of national forests in order to spur fresh growth. The clearcutting process, allowed under the 1976 National Forest Management Act, removes most standing timber in a particular area and replaces it with saplings. The process has come under criticism by environmentalists for its deletrious effect on the environment. The subcommittee also heard testimony on H.R. 1969, the Forest Biodiversity and Clearcutting Prohibition Act of 1991, which would ban clearcutting on all federal lands and would allow the public to sue the government over non-compliance.

Defense Base Closure

The subcommittee heard testimony on the recommendations of military base closings submitted by the Defense Base Closure and Realignment Commission. The commission was created to investigate a list of military base closing recommendations produced by the Department of Defense as part of its plan to reduce the manpower of the military 25 percent by 1996. The Department of Defense stated budget limitations and a fundamental change of military strategy following the end of the Cold War were the reasons for the manpower reduction plans. The Defense Base Closure and Realignment Commission held 28 hearings in spring 1991 to hear testimony on the bases slated to be closed on the Department of Defense's list. The commission then submitted its own recommendations to Congress and the president, recommending 25 military bases be closed, along with 10 military laboratories. Witnesses testified on the procedure of the commission, and members of Congress testified on procedural errors made by the commission in slating military bases in their districts for closure. Rep. Snowe and Rep. Foglietta testified on resolutions of disapproval of the commission's recommendations they had introduced separately.

Fast-Track Trade Authority Extension

Members of Congress debated H.Res. 101, a resolution disapproving of the extension of fast-track legislative authority for the president, and H.Res. 146, naming the objectives to be achieved through trade negotiations with Mexico. The House voted 231-192 to allow President Bush authority to negotiate a trade agreement with Mexico that would lower existing trade barriers. The legislation was introduced through the fast-track legislative procedure, in which members of Congress must consider and vote upon legislation within a certain time after its introduction, and may not add amendments to the legislation. H.Res. 146 named several recommendations from Congress on issues to be raised during trade talks with Mexico, including environmental, fair wages, and anti-exploitation provisions for Mexican workers. The House voted overwhelmingly to approve H.Res. 146 naming trade guidelines for negotiations with Mexico.
