      <description>The House passed H.R. 2686, making appropriations for the Department of the Interior for FY 92. The House agreed to the Synar (D-OK) amendment regarding grazing fees on land. The House rejected the Burton (R-IN) amendments to strike $2 million for a grant to restore the Chicago Public Library and to strike $3,650,000 for the construction of a Gateway Park associated with the Illinois and Michigan Canal National Heritage Corridor. The Crane (R-IL) amendment to strike all funding for the National Endowment for the Arts was rejected, as was the Glickman (D-KS) amendment to cut funding for the Franklin Delano Roosevelt Memorial Commission. The Stearns (R-FL) amendment to cut $7.4 million of the funding for the National Endowment for the Arts was also rejected. The Upton (R-MI) amendment to cut funds in the bill not required by law to be appropriated by 1.67 percent was rejected. The House concluded all general debate on H.R. 2699, making appropriations for the government of the District of Columbia for FY 92, but came to no resolution thereon. The House voted to suspend the rules and pass H.R. 2332, to amend the Immigration Act of 1990 to extend for 4 months the application deadline for special temporary protected status for Salvadorans. The House also voted to suspend the rules and pass H.R. 2280, to extend and improve veterans' health care programs.</description>

The House adopted H.Res. 488, the rule to consider H.Con.Res. 310 and adopted the conference report for fiscal 1991 budget appropriations.</description>

The Martin amendment reduced the anti-drug and law enforcement block grants to states without statutes requiring convicted rapists to be tested for AIDS at the victims request. The Staggers amendment sought to change the sentence for certain crimes from the death penalty to mandatory life imprisonment without parole plus restitution.</description>

The second Smith amendment would have extended appropriations to reimburse state governments for education and health costs for newly legalized immigrants for fiscal years 1991 through 1998. The McCollum amendment sought to allow detention and deportation of illegal immigrants from El Salvador, Lebanon, Liberia and Kuwait for three years. The Fish (R-NY) amendment, that permits the State Department to indicate those immigrants needing visas for entering the United States, was agreed to by voice, as were the Richardson (D-NM) en bloc amendments defining the payment of fees for applications to file petitions for naturalization.</description>
