      <title>Lessons from the War in Afghanistan</title>
      <description>Three scholars talked about the lessons that could be learned from the war in Afghanistan. They examined what went wrong and how to avoid those mistakes in the future. Topics included Ambassador James Dobbins, the U.S. representative at the December 2001 Bonn Conference where the international community determined to end the conflict in Afghanistan, speaking on inadequate forces and resources; Rajiv Chandrasekaran, who reported from Afghanistan and Iraq, saying that the U.S. squandered the first year of President Obama's surge; and Colonel Gian Gentile, a former Army Combat Unit Commander in Baghdad, on why U.S. strategy in Afghanistan and Iraq did not work. They responded to questions from members of the audience.

      <description>Former ambassadors and defense policy leaders talked about the political, economic, social, and security transitions facing Afghanistan. Mr. Dobbin said that the Afghan government could collapse in 2014 when significant numbers of U.S. troops would be withdrawn and President Karzai's term would end. Mr. Jawad focused on political uncertainty facing Afghans and the possibility of insider attacks from the Taliban. The panelists also discussed regional security, including the role of Pakistan. All the panelists agreed that Afghanistan had improved security conditions and a positive economic outlook.</description>

 Ambassador Hughes was the director-general, Egypt-Israel Multinational Force and Observers (1998-2004). Lieutenant Colonel Mike Bailey (Ret.) served as the peacekeeping policy analyst for the chief of staff of the Army. Mr. Stuebner worked with the U.N. Protective Force (UNPROFOR) in the Balkans throughout the Bosnian War and currently serves as the senior technical specialist for conflict prevention at Agricultural Cooperative Development International/Volunteers in Overseas Cooperative Assistance (ACDI/VOCA).</description>

 Since the destruction of the al-Askariya shrine in Samarra on February 22, 2006, a growing number of commentators warned that Iraq was slipping into civil war, and that prospects for stability and democracy in Iraq were waning. The Iraqi police and security forces successfully shut down large-scale violence within a few days of the attack as Iraqi political leaders of all parties called for calm. Nonetheless, since the U.S. invasion the Iraqi political process had been continuing alongside insurgent and sectarian violence.</description>

 Ambassador Jawad made the closing remarks of the conference, speaking about the progress Afghanistan had made in reconstruction with international assistance and the determination of the Afghan people to prosper.</description>
