Terrorism After the Gulf War

The committee heard testimony on the current threat of terrorism against the U.S. both domestically and abroad. Witnesses included representatives of the Department of State and the Department of Defense, who testified on the countries harboring the greatest probability of injuring American interests through terrorism. The hearing focused on the new threats that have arisen in the absence of the Soviet threat following the end of the Cold War. Committee chairman Lieberman stated the greatest threat to American interests now lies in renegade nations who may utilize covert operations to accomplish their political objectives. Representatives of federal agencies testified on the current rates of terrorism and the counter-terrorism programs operated by the U.S. domestically and abroad. They focused mainly upon the threat of terrorism from representatives of Middle Eastern countries, including Iraq and Turkey. Other items discussed included the bombing of Flight Pan Am 103 over Scotland, terrorism associated with drug trafficking and environmental terrorism. Two former attorneys for the Department of Justice discussed their experiences in dealing with cases of terrorism in the federal courts.
