      <title>Terrorism, Security and U.S. Purpose</title>
      <description>A two-day policy-making forum called "Terrorism, Security and America's Purpose: Towards a More Comprehensive Strategy" was held to mark the fourth anniversary of the September 11 attacks. 
 
 During the second day of the forum, Mr. Clemons moderated a panel discussion on the release of eminent persons group statement on America's "Next Phase" response to terrorism. Following brief remarks by the panelists, they responded to questions and comments from members of the audience.
 
 Former Senator Warren Rudman, Co-Chairman, U.S. Commission on National Security in the 21st Century and Co-Chairman, Advisory Board, Partnership for a Secure America, participated in the panel. The other panelist was Lee Hamilton, President, Woodrow Wilson Center; Former Chairman, House International Relations Committee; and Co-Chairman, Advisory Board, Partnership for a Secure America.

There are probably 79 committees and subcommittees in the House and Senate that have partial jurisdiction over the new department. A task force studying this problem recommended that a permanent select or standing committee be created to oversee the Homeland Security Department. The restructuring plan would establish an Agency for Nuclear Stewardship to oversee security at the department's nuclear laboratories. Secretary Richardson opposed the plan saying that current reforms that he had undertaken were sufficient to address future security problems. Senator Rudman said that security problems were both widespread and bipartisan and therefore required a more independent solution.</description>
