The Waxman amendment provided a grant to trauma centers to help defray the costs incurred by drug related violence. The Dingell amendment established certification standards for drug-testing laboratories. The Sensenbrenner amendment would have struck provisions which bar the execution of prisoners who demonstrate that racial discrimination was a factor in their sentences. The House agreed to the Aspin motion that the conference committee on H.R. 4739, Defense authorizations, be closed to the public when sensitive material is being discussed. The House passed H.J.Res. 660, making continuing appropriations for fiscal year 1991. The rule, H.Res. 495, was agreed to earlier by a voice v ote followed by a division vote.
