The new guidelines had advised against annual mammograms for women under 50 who were at low risk of breast cancer.       <description>Witnesses testified about federal programs and funding for breast cancer research. They specifically addressed several pieces of legislation. Among them was HR 1157, the Breast Cancer and Environmental Research Act of 2007, which would authorize research programs at the National Institutes of Health to study potential links between cancer and the environment, and award grants for development and operation of cancer centers. Another bill, HR 758, the Breast Cancer Patient Protection Act of 2007, would require health plans to provide coverage for hospital stays and various forms of treatment.</description>
