      <description>State and Defense Department officials testified on the conflict in the Democratic Republic of the Congo (DRC) and Rwanda's involvement in the eastern Congo, where U.N. Security Council experts had alleged Rwandan support of rebels against the Congolese army. They spoke about violence from the rebel group M23 which was terrorizing people in Eastern Congo. Among the issues discussed were the role of ivory poaching and U.S. federal budget issues that could limit resources available to assist Congo.</description>

      <title>Afghanistan Troop Reduction Plan</title>
      <description>Michelle Flournoy and Admiral Mike Mullen testified about President Obama's Afghanistan troop reduction plan. Admiral Mullen said he supported the president's plan to reduce U.S. troops in Afghanistan, but that the "president's decisions are more aggressive and incur more risk than I was originally prepared to accept." He later added "if the strategy if it's not working in a year or two, it needs to be reassessed" and that "we're now paying the price for walking away in 1989" from Pakistan and Afghanistan. The president's plan called for 10,000 U.S. troops in Afghanistan to return home by the end of the year and a total of 33,000 troops by the end of the next summer.</description>

      <description>William Perry and Stephen Hadley testified on the final report of the independent panel's assessment of the Quadrennial Defense Review (QDR). Among the topics they addressed were recapitalization of military hardware, strengthening naval and air-strike capabilities, current Army and Marine Corps troop strength, U.S. military presence in the Far East, and countering the threats of terrorism. They also spoke about the scope of the QDR, recommending that future reports focus on long-term outlooks rather than the next 4 to 5 year period.
The QDR is a legislatively mandated review of Department of Defense strategy and priorities.</description>

      <title>U.S. Troop Levels in Afghanistan</title>
      <description>General Stanley McChrystal and Ambassador Karl Eikenberry testified about plans to send an additional 30,000 U.S. troops to Afghanistan and subsequent goals to begin reducing troop levels beginning in July 2011. General McChrystal said in his remarks that the additional troops would give the U.S. "credibility in the minds of Afghans who demand proof not only that we want to protect them but that we can."  They also talked about their expectations for success in enhancing security in the region and bringing more credibility to the political process. Additionally General McChrystal said that either killing or capturing Osama bin Laden would be a symbolic victory that could help defeat al-Qaida.</description>
