Douglas Elmendorf Remarks on Fiscal Policy

Congressional Budget Office Director Douglas Elmendorf used charts as he talked about the budget outlook. He said putting the federal debt on "a sustainable path will ultimately require increases in taxes or cuts in government benefits or services for people who consider themselves to be in the middle class." Topics included the Simpson-Bowles commission and potential changes to the economy due to sequestration and the federal debt.
"Fiscal Policy Choices" was a presentation at the National Association for Business Economics (NABE) 2013 Economic Policy Conference held in the Washington Court Hotel.

U.S. Economic Outlook

Douglas Elmendorf testified on the 2013 federal budget and economic outlook. He said that 750,000 jobs would be lost during the year if Congress does not reach an agreement to avoid automatic spending cuts, also known as sequestration. Mr. Elmendorf also said that 2013 would see slow economic growth, and that any improvements would be offset by cuts to federal spending that Congress would be forced to enact.
"Sequestration," a legal procedure in which every federal agency has the same percentage of its budget taken back in order to cut deficit spending, was agreed to in the Budget Control Act of 2011 and scheduled to happen on March 1, 2013.

U.S. Economic Outlook

Douglas Elmendorf testified on the 2013 federal budget and economic outlook. He predicted that economic growth would be slow during the year while unemployment would remain high, in part because of spending cuts that Congress would be forced to enact to avoid sequestration. Additionally, the CBO estimated that although the deficit would drop in 2013, it would rise back up to $1 trillion because of entitlement spending for an aging population.
"Sequestration," a legal procedure in which every federal agency has the same percentage of its budget taken back in order to cut deficit spending, was agreed to in the Budget Control Act of 2011 and scheduled to happen on March 1, 2013.

Douglas Elmendorf held a news conference on the just released projection of the federal budget and the economy for the next decade. Topics included debt levels, gross domestic production, and demographics. He said that unemployment was expected to remain above 7.5 percent through 2014, and budget deficits in the upcoming decade would total approximately $7 trillion. The report also showed that 2013 economic growth would be about half of what it could have been if not for scheduled budget cuts and tax increases.

Budget and Economic Outlook

Doug Elmendorf spoke about the new Congressional Budget Office (CBO) report on the budget and economic outlook. The CBO predicted that the budget deficit for fiscal year 2012 will be $1.1 trillion, and warned Congress of the urgency of addressing the "fiscal cliff," the combination of tax hikes and spending cuts that would take place on January 1, 2013, unless new budget agreements are reached. If Congress does reach an agreement, the CBO estimated gross domestic product (GDP) growth of around 1.7 percent.

Doug Elmendorf spoke about the new Congressional Budget Office (CBO) report on the budget and economic outlook. Mr. Elmendorf said that unemployment in the U.S. will remain above 8 percent for the next few years, and economic growth will continue at a relatively slow pace. CBO updated its forecast based on the passage of the compromise deficit reduction law in August 2011, finding that the plan could lead to "considerably lower" deficits over the next ten years if George W. Bush-era tax cuts and other temporary measures are allowed to expire.
