      <title>National Security Strategy</title>
      <description>A two-day policy-making forum called "Terrorism, Security and America's Purpose:  Towards a More Comprehensive Strategy" was held to mark the fourth anniversary of the September 11 attack.
 
 During the first day of the forum, Mr. Fallows and Mr. Heintz reflected on September 11 and discussed their thoughts on reframing America's "Next Phase" response to terrorism. After Mr. Heintz spoke, members of a panel discussed "What Americans 'Should' See on a Road Map in Confronting Terrorism". They also answered questions from members of the audience. 
 
 Senator Joseph Biden, Ranking Member, Committee on Foreign Relations U.S. Senate spoke on "America's Purpose:  Building a 'New Consensus' in the Fight Against Terrorism."</description>
