State Department 2012 Budget Request

Secretary of State Hillary Clinton said she would meet members of the Libyan opposition during a visit to Egypt and Tunisia. She also said the U.S. should not act alone in response to recent fighting in Libya. Addressing her department's budget, she said the effort to balance the budget would have to include raising revenue as well as spending cuts. Those remarks came after Republicans said the President's $59 billion budget request for 2012 could not be fully funded.

Representative Charles Rangel Ethics Inquiry

The House Standards of Official Conduct Committee met to decide on appropriate sanctions against Representative Charles Rangel (D-NY). Representative Rangel attended and spoke during the three portions of the hearing, having walked out of the proceedings earlier in the week. He had been found in violation of House ethics rules two days earlier by an adjudicatory subcommittee on 11 of 13 counts which Mr. Chisam outlined for the committee.
After a recess, Mr. Chisam outlined past incidents in which members had been found in violation of ethics rules and explained the consequences of various forms of disciplinary action. Following his remarks Representative Rangel apologized for his actions, but asked the committee to make clear in its recommendations to the full House that he "was not trying to criminally hide anything from the IRS or from the Congress."
At the end of the hearing Representative Lofgren announced the committee had voted 9 to 1 to recommend censure to the full House.

Representative Charles Rangel Ethics Inquiry, Part 2

The Adjudicatory Subcommittee of the House Standards of Official Conduct Committee met to determine whether any counts in the Statement of Alleged Violation charges against former Ways and Means Committee Chair Charles Rangel have been proven by clear and convincing evidence. The charges, several on tax and financial disclosure violations, were the result of a nearly two-year investigation.
Following a closed-door meeting, the committee denied Representative Rangel's request to delay his trial. Chief Counsel Chisam presented what he said was "uncontested evidence" that the congressman's fund-raising and failure to disclose his assets or pay taxes on a Dominican villa had violated congressional rules.
