The House Energy and Environment Subcommittee held a hearing on climate change legislation. The panels testified about the economic implications of climate change legislation, specifically cap and trade policies. Cap and trade policies involve a set level of a pollutant that an industry can emit, which industries can meet through better technology or the purchase of credits. The viability of "green jobs" was also discussed.

The legislation the committee was considering was the American Clean Energy and Security Act of 2009, H.R. 2454.

He objected to the film's lack of any references to the benefits of fossil fuels. After his presentation he responded to audience members' questions.

Mr. Lewis spoke to congressional staff and the media in the Rayburn Office Building.

Oil Drilling in the Arctic National Wildlife Refuge

The guests discussed drilling for oil in the Arctic National Wildlife Refuge (ANWR), and ANWR measures in the energy bill then before Congress. According to the Bush administration, approval for drilling in ANWR would be an important component of an energy bill. Mr. Ebell and other supporters of drilling claimed that investigating the amount of oil in ANWR was an important part of planning national energy policy for the future. Mr. Waltman and others who opposed drilling in ANWR said that the refuge was a unique and fragile ecosystem that needed to be protected, and that the amount of oil likely to be recovered would be insignificant compared to consumption. The guests responded to audience telephone calls, faxes, and electronic mail.
