Debt Reduction and the Federal Budget

Obama administration cabinet officials testified on the impact of sequestration on their departments. Some of the services that would be cut included Agriculture Department inspections, airport customs, special education programs, and Transportation Security Administration agents. Secretary Donovan said that veterans receiving housing assistance would be displaced. Secretary Napolitano said that maintaining national security would be huge problem. Travelers passing through customs would face longer wait times. Mr. Werfel said that food inspections would be cut, leading to greater economic pressures and rising food prices.
"Sequestration," a legal procedure in which every federal agency has the same percentage of its budget cut in order to take back deficit spending, was agreed to in the Budget Control Act of 2011 and scheduled to happen on March 1, 2013.

Senate Hearing on Benghazi Consulate Attack

Secretary of State Hillary Clinton testified on the September 11, 2012, attack on the U.S. Consulate in Benghazi, Libya. During her testimony, she choked up as she spoke of comforting the victims' families and grew angry at accusations that the Obama administration misled the country over whether the Benghazi incident stemmed from a protest. She also depicted the incident as part of a long history of such violence, and the result of regional instability since the "Arab Spring" of popular revolutions that began in 2011.

Witnesses testified on the effects of the Cable Television and Consumer Protection Act of 1992 on the television marketplace and consumers twenty years after its passage. The Cable Television and Consumer Protection Act of 1992 was enacted to promote program diversity, promote market competition, and protect local broadcasts from being marginalized. The hearing was focused on investigating why, even with the law, cable subscriptions continue to increase and cable companies are reporting record 30-40% profit margins. Committee members floated ideas for legislation that may increase cable companies' transparency.

Witnesses testified on the independence of and insecurity in Sudan and South Sudan. Committee members discussed U.S. policies toward Sudan and South Sudan, including how the two countries can share oil revenues and Sudan's continued presence on the list of countries that provide support to international terrorism.
In the first panel, Princeton Lyman and Nancy Lindborg detailed the continuing humanitarian crisis in South Sudan. Ms. Lindborg warned that if the current restriction on aid is not lifted, the nation could be faced with famine by April.
During the second panel, George Clooney testified about his visit to Southern Sudan, describing an atmosphere of fear amongst the residents due to attacks allegedly perpetrated by Sudan President Omar Hassan Ahmad Al-Bashir. These attacks, he said, have driven many people to live in caves.
A short video of Clooney's trip to the area was also played for the committee.
