      <title>The Economic Effects of Military Spending</title>
      <description>Panelists aruged the impact on the U.S. economy of automatic military spending reductions. As part of the Budget Control Act of 2011, across-the-board federal budget spending cuts, known as sequestration, were to take effect in January 2013 unless Congress could agree to a new budget. They also discussed sequestration in relation to ongoing broader partisan political disputes over tax policy and the federal budget, and the outcome of 2012 congressional and presidential elections and the lame duck session of Congress. The program included questions from audience members.</description>

      <title>Future of U.S. Navy Fleet</title>
      <description>Undersecretary Robert Work spoke about the future of the U.S. Navy's surface combat fleet. He focused on budgetary constraints and proposals to reduce the size of the surface combat fleet. One proposal under consideration would reduce the surface fleet by one aircraft carrier, six frigates, and four cruisers. He also talked about development of a littoral combat ship (LCS). 
LCS designs are slightly smaller than the US Navy's guided missile frigates, and have been likened to corvettes of other navies. The ships have the capabilities of a small assault transport with a flight deck and hangar large enough to base two helicopters, the capability to recover and launch small boats from a stern ramp, and enough cargo volume and payload to deliver a small assault force to a port facility.</description>

      <title>Eisenhower's Farewell Address Forum</title>
      <description>The Cato Institute held a forum in honor of the 50th anniversary of President Dwight Eisenhower's farewell address in which he spoke to about the military-industrial complex. President Eisenhower's granddaughter Susan Eisenhower made opening remarks about the discovery of new materials related to the address and said that the issues raised in the speech are still relevant. Then a panel of former government officials talked about relations between the civilian sector and the military, and ways the relationship had changed since President Eisenhower's time. After their discussion panelists answered questions from audience members.
"The Wars Within: Thoughts on the State of Civil-Military Relations in 2011" was the first panel of the Cato Institute program on January 13, 2011, "The Military-Industrial Complex at 50: Assessing the Meaning and Impact of Eisenhower's Farewell Address."</description>
