      <title>Sequestration Defense Budget Cuts</title>
      <description>Military leaders testified on the potential effects of sequestration military budget cuts. They said the reductions would mean less training, furloughs for thousands of workers, and a total revision of military strategy. When asked to rate the danger posed by the sequester on a one to ten scale, Joint Chiefs of Staff Chair Martin Dempsey said it "feels like a ten." The officials also warned against forcing the military to operate under a continuing resolution for the rest of the year. 
"Sequestration," a legal procedure in which automatic, across the board budget cuts are triggered, was agreed to in the Budget Control Act of 2011. They were originally to happen on January 1, 2013, but were delayed until March 1, 2013.</description>

      <title>National Guard and Reserves</title>
      <description>Commissioners heard testimony from members of Congress and others. Topics included the role of the National Guard and the Reserves, periods of deployment, readiness, compensation, and the Defense Department budget. Senator Pryor is co-chairman of the Reserve Caucus, Senator Warner is chairman of the Senate Armed Services Committee, Senators Bond and Leahy are co-chairmen of the National Guard Caucus, Senators Graham and Nelson are chairman and ranking member, respectively, of the Senate Armed Services Subcommittee on Armed Services Personnel, Reps. Hunter and Skelton are chairman and ranking member, respectively, of the House Armed Services Committee, Rep. McHugh is chairman of the House Armed Services Subcommittee on Military Personnel, Rep. Taylor is a member of the House Armed Services Committee, and Rep. Buyer is chairman of the House Veterans Affairs Committee.
 
 The Commission was established in 2005 by the Ronald Reagan National Defense Authorization Act and is charged with identifying and recommending changes in policy to ensure that the National Guard and Reserves are organized, trained, equipped, compensated and supported to best meet U.S. national security requirements.</description>
