      <title>Nuclear Security</title>
      <description>Military and Energy Department officials testified on nuclear security. The hearing focused on security improvements and challenges with Energy Department nuclear facilities after the July 28, 2012, security breach at the Y-12 National Security Complex in Oak Ridge, Tennessee, where nuclear material is produced and stored. Deputy Energy Secretary Daniel Poneman called the security breach "unacceptable and a wake-up call" but said U.S. nuclear material is very well defended. Issues raised included accountability and structural and cultural concerns with the Energy Department and its National Nuclear Security Administration.</description>

      <description>Witnesses testified on allegations of sexual misconduct by basic training instructors at Lackland Air Force Base in San Antonio, Texas. General Mark Welsh, Air Force chief of staff, said the service was committed to getting rid of sexual misconduct within its ranks and the problem had become a "cancer" for the Air Force. General Edward Rice provided an update on the investigation. The second panel included first-hand accounts of being sexually assaulted from retired Air Force Chief Master Sergeant Cindy McNally and former Air Force Technical Sergeant Jennifer Norris. David Lisak spoke about his work as a forensic consultant on rape cases in the military.</description>

      <description>Senator Rob Portman (R-OH), U.S. Representative Michael Turner (R-OH), and Ohio State Treasurer Josh Mandel spoke at a Romney campaign rally in Fayette County, Ohio. They urged residents to vote early for the Romney-Ryan ticket and Representative Turner and U.S. Senate candidate Mandel talked about their own campaigns. Senator Portman was then seen mingling with the crowd.
This stop in the city of Washington Court House, Ohio, held in the Crown Room Banquet Hall, was part of the "Commit to Mitt Early Vote" bus tour in Ohio.</description>

      <title>Possible Defense Spending Cuts</title>
      <description>Jeffrey Zients and Ashton Carter testified on the effects of automatic budget cuts on Defense Department and other government programs. The cuts, also known as sequestration, were part of the 2011 debt ceiling agreement and were scheduled for January 2013 unless Congress passed $1.2 trillion in deficit reduction. Among the programs discussed were base support services for military families and veterans, funding for civilian investments, training for troops in Afghanistan, the Federal Aviation Administration, food and workplace safety inspections, and the National Weather Service.</description>

      <description>Secretary of Defense Leon Panetta and Secretary of Veteran Affairs Eric Shinseki discussed ways to more effectively reintroduce those in the armed forces back into civilian life. The joint committee hearing was called to elaborate on the highest level of suicide from members of the armed forces in more than a decade, on average one per day. Topics included improvement of psychological tests, veteran unemployment, increased interaction with veterans, and better communication between the Departments of Defense and Veteran Affairs.</description>

      <description>General John Allen and Undersecretary James Miller testified on operations in Afghanistan. Among the topics they addressed were the withdrawal of U.S. forces from the country by 2014, as well as the killing of Afghan civilians by an American soldier. General Allen said the mission in Afghanistan was on-track, and expressed confidence in the 2014 withdrawal deadline, saying he had seen no indication from the Obama administration of a push to speed up the withdrawal. He downplayed Afghan President Hamid Karzai's recent call for foreign troops to withdraw to their bases.</description>

      <title>Afghanistan Troop Reduction Plan</title>
      <description>Michelle Flournoy and Admiral Mike Mullen testified about President Obama's Afghanistan troop reduction plan. Admiral Mullen said he supported the president's plan to reduce U.S. troops in Afghanistan, but that the "president's decisions are more aggressive and incur more risk than I was originally prepared to accept." He later added "if the strategy if it's not working in a year or two, it needs to be reassessed" and that "we're now paying the price for walking away in 1989" from Pakistan and Afghanistan. The president's plan called for 10,000 U.S. troops in Afghanistan to return home by the end of the year and a total of 33,000 troops by the end of the next summer.</description>
