U.S.-Myanmar Relations

Aung San Suu Kyi spoke about U.S.-Myanmar (Burma) relations, and she received the Asia Society's Global Vision Award. She said that many obstacles remain in her country's path to democracy and that a major weakness is its judiciary system. She also said that Myanmar must be responsible for its own destiny, and that U.S.-Myanmar relations would be balanced when her country is not longer dependent on America.
Ms. Suu Kyi was introduced by Secretary of State Clinton.
Aung San Suu Kyi was a leader in her country's 1988 uprising, and elected prime minister in 1990. The military junta, however, would not cede power, and she was placed under house arrest for a total of 15 years; the final release happened in 2010. She was awarded the Nobel Peace Prize in 1991.

General Stanley McChrystal and Ambassador Karl Eikenberry testified about plans to send an additional 30,000 U.S. troops to Afghanistan and subsequent goals to begin reducing troop levels beginning in July 2011. General McChrystal said in his remarks that the additional troops would give the U.S. "credibility in the minds of Afghans who demand proof not only that we want to protect them but that we can." They also talked about their expectations for success in enhancing security in the region and bringing more credibility to the political process. Additionally General McChrystal said that either killing or capturing Osama bin Laden would be a symbolic victory that could help defeat al-Qaida.

Regulation of Derivatives

Officials testified on legislation proposed by the Department of the Treasury regarding the regulation of the over-the-counter derivatives market. Under the proposals the Securities and Exchange Commission and Commodities Futures Trading Commission would share jurisdiction of over-the-counter product regulation. Standard over-the-counter derivatives would need to be processed through clearinghouses and traded on exchanges or electronic platforms. Clearinghouses guarantee trades and an exchange-trading mandate would aim to improve price transparency. Customized products traded off-exchange would be subject to higher capital and margin charges and be reported to a central repository.

Regulation of Derivatives, Part 2

Treasury Secretary Timothy Geithner testified about the Obama Administration's proposal to regulate the over-the-counter derivatives market. In his testimony he said the ease with which derivatives were bought and sold had encouraged financial institutions and investors to take on too much risk, and that government regulators were not given the proper tools to mitigate those risks and protect consumers. He also said the plan to stimulate the economy by spending on construction and other local projects was on the "expected path."

Part 2 of 2 contains questions from the committee.
