President Obama visited Army post Fort McNair to mark the 20th anniversary of the Cooperative Threat Reduction U.S.-Russia program to secure nuclear weapons in former Soviet states. The agreement was initiated by Senator Dick Lugar (R-IN) and former Senate Sam Nunn (D-GA). President Obama praised the work of both senators, and told humorous stories of his first foreign trip as a senator from Illinois with Senator Lugar. He also spoke of his administration's commitment to nuclear disarmament, among his remarks saying, "Missile by missile, warhead by warhead, shell by shell, we're putting a bygone era behind us." The Nunn-Lugar Cooperative Threat Reduction symposium was held at the National Defense University.
President Obama also addressed the civil war in Syria, warning its President Assad that "there will be consequences" if he used chemical weapons against Syrian citizens.

A panel discussion on how U.S. foreign policy and the presidency have been shaped by the development, use, and spread of nuclear weapons focused on foreign policy decision-making during the Roosevelt and Truman administrations and the race to build the bomb. The panelists also responded to questions submitted by members of the audience.
Former President George H.W. Bush provided his perspectives on the issue of nuclear proliferation in opening remarks on a video made the previous week in Maine. Video clips were also shown of President Truman in August 1945 and President Eisenhower at the United Nations on December 8, 1953.
Richard Rhodes is the author of the Pulitzer Prize-winning book [The Making of the Atomic Bomb] (Simon & Schuster; February 1987). Jennet Conant is the author of [109 East Palace: Robert Oppenheimer and the Secret City of Los Alamos], (Simon & Schuster; April 26, 2005). Wilson Miscamble is the author of [From Roosevelt to Truman: Potsdam, Hiroshima, and the Cold War] (Cambridge University Press; March 31, 2008).
"The Race to Build the Bomb and the Decision to Use It" was the first panel of "The Presidency in the Nuclear Age," a one-day conference sponsored by the nation's 13 presidential libraries held by the Kennedy Library on October 12, 2009.

Book Discussion on [Reagan's Secret War]

Martin Anderson and Annelise Anderson talked about their book [Reagan's Secret War: The Untold Story of His Fight to Save the World from Nuclear Disaster] (Crown; June 2, 2009). They contend that Ronald Reagan's goal from the beginning of his presidency was to bring an end to the Soviet Union and believed the destruction of nuclear weapons was paramount in achieving this objective. The authors had access to formerly classified documents housed at the Ronald Reagan Presidential Library and cite National Security Council meetings that the former president chaired and first person accounts from the Reagan-Gorbachev summits to support their argument. After each made a presentation, that included displaying some documents they used in their research, they responded to questions from members of the audience.

Martin Anderson was formerly an economic policy adviser in the Reagan administration. Annelise Anderson was a senior policy adviser to the Reagan presidential campaign and associate director of President Reagan's Office of Management and Budget. The husband and wife are the co-authors [Reagan's Path to Victory; Reagan, In His Own Hand]; and [Reagan: A Life in Letters].

This event was held at 1:00 pm.m PT in the Ronald Reagan Presidential Library in Simi Valley, California, on Thursday, June 18, 2009.

Secretary Clinton on Nuclear Nonproliferation Treaty

Secretary of State Hillary Clinton addressed the Nuclear Nonproliferation Conference held at the United Nations. As part of the "irreversible, transparent and verifiable steps" to reduce its nuclear arms, she announced that the U.S. will publicize the number of weapons in its nuclear arsenal. She also responded to Iranian President Ahmadinejad's remarks from earlier in the day, saying that Iran has failed to meet its responsibility and is in noncompliance with U.N. safeguard obligations.
The objective of the Nuclear Nonproliferation Treaty (NPT) is to prevent the spread of nuclear weapons and weapons technology, to promote cooperation in the peaceful uses of nuclear energy and to further the goal of achieving nuclear disarmament and general and complete disarmament. The NPT represents the only binding commitment in a multilateral treaty to the goal of disarmament by the nuclear-weapon states.

Nuclear Non-Proliferation Treaty Review Conference, Morning Session

The 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) was held at UN Headquarters in New York. The morning session featured remarks by Iranian President Ahmadinejad, who suggested ways for reforming the NPT and adopting transparent and binding mechanisms to monitor major nuclear weapons states such as the United States. Several member nations walked out of the meeting during his address.
The objective of the NPT is to prevent the spread of nuclear weapons and weapons technology, to promote cooperation in the peaceful uses of nuclear energy and to further the goal of achieving nuclear disarmament and general and complete disarmament. The NPT represents the only binding commitment in a multilateral treaty to the goal of disarmament by the nuclear-weapon states.

Q&A with Neil Sheehan

Neil Sheehan talked about his book, [A Fiery Peace in a Cold War: Bernard Schriever and the Ultimate Weapon] (Random House; September 22, 2009). The book tells the story of the nuclear arms race and the Intercontinental Ballistic Missile through the eyes of Air Force General Bernard Schriever. In 1954, General Schriever was the head of a research team that led to putting satellites in space and the development of missiles like the ICBM.
21 years ago this month, Neil Sheehan sat for five 30-minute interviews about his previous book, [A Bright Shining Lie: John Paul Vann and America in Vietnam]. Those interviews subsequently were the inspiration for C-SPAN's 16 year series "Booknotes." Video clips from the 1988 program were shown to compare and contrast the two books and Mr. Sheehan's experiences in writing each of them.
Neil Sheehan spent three years in Vietnam as a war correspondent for United Press International and [The New York Times] and won numerous awards for his reporting. In 1971, he obtained the Pentagon Papers, which brought the [Times] the Pulitzer Prize Gold Medal for meritorious public service. In 1989, Mr. Sheehan won the Pulitzer Prize for nonfiction and the National Book Award for [A Bright Shining Lie].
