 The House passed H.R. 2696 by voice vote making appropriations for
 water development after considering amendments.
 
 The House continued consideration of H.R. 2655 to amend the Foreign
 Assistance Act of 1961, considered amendments and came to no
 resolution.
 
 During nine hours of Special Orders, congressmen spoke on the
 American flag and the recent Supreme Court decision protecting flag
 burning as free speech under the First Amendment.

      <description>United Nations (UN) Secretary General Ki-Moon Ban talked about the global efforts to reduce carbon emissions. He talked about the effects of climate change on people and the environment. He talked about the responsibilities of the delegates in reduction of carbon emissions. 
 
 Secretary General Ban briefly talked about a car bombing in Algiers, Algeria by al-Qaeda Organization in the Islamic Maghreb that killed 31 people, including 17 UN officials.
 
 Indonesian President Susilo Bambang Yudhoyono welcomed the delegates into Indonesia. He also talked about the goals of lower emissions of carbon and a reduction in the effects of climate change. He emphasized the need for a solution rather than assigning blame.</description>

      <description>Ms. Gordon, who had just completed a study on the economic and environmental impact on the U.S. dependence on foreign sources of oil, discussed the conclusions of her study. She said the United States would suffer economically if a war broke out in the Middle East, and the resulting oil shortage could recreate the oil crisis, and long lines at gasoline pumps, of the mid-1970s. The answer to averting the crisis according to Ms. Gordon was, among other things, the utilization of alternate forms of transportation to the solo auto driver, a tremendous user of gasoline and oil.</description>

      <title>Chinese Espionage at U.S. Energy Laboratories</title>
      <description>Witnesses testified about allegations that nuclear secrets had been leaked to China from U.S. nuclear laboratories. Mr. Trulock testified that, in 1997, two senior Energy Department officials had tried to prevent him from briefing the Energy Secretary and members of Congress about potential espionage at the laboratories. One of the officials was Ms. Moler who testified that she could not recall any such incident despite the fact that a memorandum from Mr. Trulock was found in her safe after she left the department. Later panels testified about the plans to provide greater security at the labs while still allowing foreign scientists to use the facilities.</description>

      <title>Weapons of Mass Destruction Nonproliferation</title>
      <description>Senator Lugar discussed the threat of nuclear proliferation. He asserted that this threat has increased dramatically since the fall of the Soviet Union, and talked about the danger of such weapons technology falling into the hands of terrorist groups. He described efforts by the U.S. to limit the risks associated with nuclear stockpiles in the former Soviet Union. Senator Lugar also spoke about the proliferation of chemical and biological weapons. He spoke in detail about a program that he co-sponsored with Senator Nunn to assist former Soviet Republics in securing their nuclear materials, as well as the need for further funding. He also addressed the potential for other nations to develop nuclear weapons, including Iran. He identified twelve specific steps that, if taken, would dramatically reduce the risk of nuclear proliferation. Following his remarks, Senator Lugar responded to questions from the audience.</description>

      <title>Security at Department of Energy Laboratories</title>
      <description>In an unprecedented meeting of four committees, witnesses testified about restructuring  the Department of Energy. The restructuring plan would establish an Agency for Nuclear Stewardship to oversee security at the department's nuclear laboratories. Secretary Richardson opposed the plan saying that current reforms that he had undertaken were sufficient to address future security problems. Senator Rudman said that security problems were both widespread and bipartisan and therefore required a more independent solution.</description>
