 North was questioned about shredding and falsifying documents. He 
 also was questioned about soliciting donations for the contras from third
 world countries. North contradicted testimony from Robert McFarlane that
 McFarlane told NSC staff not to solicit aid from foreign countries or
 private sources.</description>

      <title>Book Discussion on [Presidential Command]</title>
      <description>A panel discussion was held on the late Peter W. Rodman (1943-2008) and his posthumous book, [Presidential Command: Power, Leadership, and the Making of Foreign Policy from Richard Nixon to George W. Bush] (Knopf; fifth edition January 6, 2009). Peter Rodman, former senior fellow in foreign policy at the Brookings Institution, served on the National Security Councils of Presidents Richard Nixon, Gerald Ford, Ronald Reagan and George H.W. Bush. In his book Mr. Rodman looked at the relationship between U.S. presidents and the diplomatic, military, and intelligence bureaucracies that they have to deal with and how that affects the success of their foreign policies. Among the topics the panelists addressed were presidential leadership styles, the role of the Cabinet and advisers, and reaction to events that have shaped U.S. foreign policy. They also commented on the prospects for the Obama administration. Carlos Pascual made introductory remarks and moderated the discussion. After the program, the featured speakers took audience members' questions.</description>

      <title>U.S. Border Enforcement and Environmental Laws, Part 2</title>
      <description>Witnesses testified about U.S. border security and how border patrol operations on federal lands might be impacted by environmental laws. Utah Republican Rob Bishop introduced legislation that would waive some environmental rules for Border Patrol agents when operating on public lands. At issue was the impact of border patrol vehicles, observation towers, roads and fences on national park, U.S. Forest Service, or wilderness lands. They also examined cooperation between federal agencies in implementing environmental laws in border areas, particularly in some of the less secure areas along the U.S. Southern border.</description>

      <title>Law of the Sea Treaty</title>
      <description>Secretaries Clinton and Panetta and Joint Chiefs of Staff Chairman Martin Dempsey testified on the United Nations Law of the Sea Treaty, an international convention that sets rules for under- and over-sea travel and commerce. The U.S. is the only major country that has not ratified the treaty. The witnesses argued in favor in favor of the U.S. signing the agreement for reasons that included national security, job creation, oil exploration, and countering China's influence in Asia. Senators who argued against the treaty cited loss of sovereignty, imposition of an international tax, and the allowance of foreign nations to regulate U.S. energy emissions as the basis for their disapproval. Secretary Clinton in her opening statement said that opposition to the treaty is based on "ideology and mythology."</description>

 This benefit event called "Crisis and Hope: Theirs and Ours" was held by the Brecht Forum at Riverside Church in New York City.       <description>President Obama outlined his proposals for immigration reform. His plan included increased border security and penalizing businesses that knowingly hire undocumented workers, an option for the 11 million illegal workers already in the country to earn citizenship, and streamline the current legal immigration system. In his remarks he complimented the efforts of a bi-partisan group of senators who announced their immigration reform plan the previous day but said that if Congress could not pass its own immigration reform legislation "in a timely fashion," he would send his own bill and "insist that they vote on it right away." The event took place at Del Sol High School in Southern Las Vegas.</description>

      <title>Funeral Mass for Pope John Paul II</title>
      <description>Cardinal Joseph Ratzinger of Germany led a traditional liturgical funeral mass for Pope John Paul II in St. Peter's Square at the Vatican. Following the arrival of dignitaries and celebrants, the Pope's simple cypress coffin was placed on the steps outside Saint Peter's Basilica where mass was delivered in several languages including Italian, Polish, German, and Latin. Portions of the mass, including Cardinal Ratzinger's homily on the late Pope's life and influence, were translated into English with a voiceover. The Sistine Choir sang throughout the service, which ended with pall bearers turning the coffin toward the crowd and the crowd shouting cheers of respect and "Saint John Paul" in Italian.
 
 The official U.S. delegation included President and Mrs. George W. Bush, former President Bill Clinton, former President George H. W. Bush, and Secretary of State Condoleezza Rice. Other dignitaries included heads of state, diplomats, and leaders of several faiths. The crowd of faithful gathered in the square and around Rome for both the mass and the public viewing in the days before the ceremony was estimated at several million people.
 
 The television coverage was provided by Vatican TV, including commentary in English by Archbishop John Foley (originally from Philadelphia), president of the Pontifical Council for Social Communications.</description>

      <description>President George W. Bush was sworn in to a second term of office at the West Front of the Capitol. After an invocation, House Speaker Dennis Hastert administered the oath to Vice President Cheney and at noon, Chief Justice William Rehnquist administered the oath of office to the president. The president then addressed the nation and spoke about America's place in the world, promoting freedom and democracy, and creating an ownership society at home.
 
 Footage begins with the president's motorcade heading to the Capitol and arrivals of dignitaries prior to the start of the official ceremony and lasts through the benediction and departure of the guests. Wintley Phipps, Guy Hovis, Susan Graham, and Denyce Graves performed during the ceremony. U.S.A.F. Technical Sergeant Bradley Bennett sang the National Anthem.

      <title>[Arar v. Ashcroft] Oral Arguments</title>
      <description>Second Circuit Court of Appeals heard oral argument in [Arar v. Ashcroft]. All 12 appeals judges sat in an en banc session to hear the appeal to the 2 to 1 ruling in June 2008 by a Second Circuit three-judge panel that the federal courts lacked jurisdiction to hear Mr. Arar's complaint. Maher Arar is challenging his rendition by the U.S. government to Syria, where he alleges he was tortured and released after one year without being charged. 
 
 Maher Arar, a Syrian-born, Canadian citizen was detained during a layover at the J.F.K. Airport in New York City in September 2002 on his way home to Canada. He was held in solitary confinement for nearly two weeks. At the time, the U.S. government thought he was a member of al-Qaeda and sent him to Syria, not Canada, the country of his citizenship. Mr. Arar's suit charges that his Fifth Amendment due process rights were violated when he was confined without access to an attorney, both domestically and in Syria. He is seeking civil damages from a number of federal officials including former Attorney General John Ashcroft.

      <description>The U.S. Supreme Court heard oral arguments in [Arizona v. U.S.]. The case involves the issue of whether the federal government or states have the right to enforce immigration law. Arizona's law includes provisions requiring police to check the immigration status of anyone detained or suspected of being in the country illegally. Immigrants must carry their papers at all times. Illegal immigrants are banned from soliciting for work in public places and police can arrest immigrants without a warrant if an officer believes they have committed a crime that would make them deportable.
Justice Elena Kagan recused herself from the Supreme Court oral argument as she was President Obama's solicitor general when the federal government filed the lawsuit against Arizona.</description>

 Sen. Inouye refers to the popular support for North, especially among
 young people. Inouye comments that he voted against aid to the
 contras because it would inevitably lead to young people being sent
