      <title>Military Base Closings Final Deliberations, Joint</title>
      <description>The 2005 Defense Base Closure and Realignment Commission continued final deliberations before submitting its report to the president on September 8, 2005. Commissioners heard from staff members on Defense Department recommendations and made motions for changes to the recommendations
 
 In the morning of the second day of the final hearings, motions focused on recommendations for Joint Cross Service Groups. Mr. Van Saun and his analysts completed analyses of the seven joint cross service groups of the Department of Defense:  education and training, headquarters and support, industrial, intelligence, medical, supply and storage, and technical.
 
 The Commission considered such issues as the relocation of the Aviation and Logistics School, the consolidation of Air Force and Army transportation management training programs at Fort Lee (VA), and the establishment of an initial training site for the joint strike fighter.
  
 Bases considered for realignment included Maxwell Air Force Base (Montgomery, AL), Naval Air Station Meridian (MS), Naval Station Newport (RI), and McChord Air Force Base (WA).
 
 Bases considered for closure included Walter Reed Army Medical Center (DC) and Brooks City Base (San Antonio, TX).</description>

      <title>Oceana Military Base Closing and Realignment</title>
      <description>The 2005 Defense Base Closure and Realignment Commission considered the closing or relocation of Oceana Naval Air Station, which was added to the list on July 19, 2005. Witnesses used charts, graphs, and maps during the presentation.
 
 Delegates from the State of Florida made formal offer to return Cecil Field to the Navy to be the East Coast Master Jet Base. The City of Jacksonville Airport Authority and the State of Florida have agreed to return 17,686 acres, constituting Cecil Field, to the Navy to establish a new East Coast Master Jet Base. Cecil Field was originally one of two Navy Master Jet Bases. Cecil Field, no longer a military installation, was ordered closed by the 1993 BRAC.
 
 Delegates from the State of Virginia testified about Oceana Naval Air Station.</description>

Commissioners heard reports for staff members and considered several motions and amendments to Defense Department recommendations.
  
 In the afternoon of the first day of the final hearings, motions focused of recommendations for joint cross services base closures. Mr. Van Saun and his analysts presented analyses of the seven joint cross service groups consisting of 71 recommendations and 438 discreet actions proposed. The seven groups of the Department of Defense are education and training, headquarters and support, industrial, intelligence, medical, supply and storage, and technical.
 
 The Commission considered such issues as the creation of a net fire center of excellence, realignment of national geospatial intelligence activities, and relocation of sea vehicle development acquisition. Senator Thune spoke during the intermission about Ellsworth Air Force Base (SD).
 
 Bases considered for realignment included Sierra Army Depot (CA), Rock Island Arsenal (IL), Watervliet Arsenal (NY), Ship Intermediate Maintenance Activity (Norfolk, VA), Naval Weapons Station Seal Beach (CA), Lima Tank Plant (OH), Lackland Air Force Base (San Antonio, TX), Detroit Arsenal (MI), Fort Huachuca (AZ), Marine Corps Base Albany (GA), Naval Support Activity (PA), Tinker Air Force Base (OK), Hill Air Force Base (UT), Robins Air Force Base (GA), Stone Arsenal (AL), and Wright-Patterson Air Force Base (OH).
 
 Bases considered for closure included River Bank Army Ammunition Plant (CA), Kansas Army Ammunition Plant, Mississippi Army Ammunition Plant, Lone Star Army Ammunition Plant (TX), Newport Chemical Depot (IN), and Hawthorne Army Depot (NV).</description>

 Bases considered for realignment included Officer Training Command Pensacola (FL), Naval Station Newport (RI), and Naval Air Station Brunswick (ME).
 
 Bases considered for closure included Naval Weapons Station SEAL Beach Detachment (Concord, CA), Submarine Base New London (CT), Naval Air Station Atlanta (GA), Naval Support Activity (New Orleans, LA), Marine Corps Support Activity (Kansas City, MO), Naval Station Pascagoula (MS), Portsmouth Naval Shipyard (ME), Naval Station Ingleside (TX), and Naval Air Station Corpus Christi (TX).</description>

      <description>The U.S. District Court for the Eastern District of Pennsylvania heard oral arguments in the case Sen. Arlen Specter, et al v. H. Lawrence Garrett, et al. The case involved a naval shipyard in Philadelphia that was slated for closure as part of the numerous military base reductions of the Department of Defense. Sen. Arlen Specter and several other plaintiffs brought suit to keep the shipyard open, while Secretary of the Navy H. Lawrence Garrett and several other defendants argued the shipyard should be closed. Several weeks following the oral arguments, the judge issued a decision allowing the closure of the naval shipyard.</description>

 In the afternoon of the third day of the final hearings, motions focused on recommendations for Air Force base realignments and closures. Mr. Small presented a review and analysis of the Air Force's recommendations for closure and realignment. 
 
 Installations considered for realignment included Fairchild Air Force Base (WA), Birmingham International Air Guard Station (AL), Key Field Air Guard Station (MS), Robins Air Force Base (GA), Bradley International Airport Air Guard Station (CT), Fort Smith Air Guard Station (AR), Boise Air Terminal Air Guard Station (ID), Mountain Home Air Force Base (ID), and Nellis Air Force Base (NV).
 
 Installations considered for closure included Portland International Air Guard Station (OR) and Niagara Falls Air Reserve Station (NY).</description>

 Ellsworth Air Force Base (SD) was considered for closure and Commission members decided to keep the installation open. After the decision Representative Herseth, Senator Thune, Senator Johnson, and Governor Rounds spoke about the effects the decision would have on national security and the state of South Dakota. They also commended the Commission on their independent thought process in making the decision. 
 
 Pope Air Force Base (NC) was considered for realignment and/or closure and Cannon Air Force Base (NM) was also considered for closure before the Commission recessed.</description>
