      <title>Federal Response to Hurricane Katrina, Morning</title>
      <description>In a morning session of hearings, Mr. Brown testified about federal, state and local responses to Hurricane Katrina. In his testimony he placed blame for inadequate relief and recovery efforts on various state and local entities, lack of federal funding for the Federal Emergency Management Agency, and slow reactions by other federal agencies. In sometimes contentious questioning he called officials and agencies in Louisiana government "dysfunctional" and chided the media for its reporting on the storm and its aftermath. 
 
 House Democratic leadership had refused to endorse the hearing, saying that investigation of Hurricane Katrina matters should be referred to an independent commission free of political agendas. Members, however, were free to attend the hearing and question the witness if they desired.</description>

      <title>Hurricane Katrina Response</title>
      <description>Senator Collins and Senator Lieberman of the Senate Homeland Security and Government Affairs Committee held a press conference to release their findings and recommendations to be included in the Hurricane Katrina report that would be presented to the full committee for approval the following week. Their report was highly critical of the Federal Emergency Management Agency which was characterized as a "a symbol of a bumbling bureaucracy" that must be dismantled. The report called instead for a National Preparedness and Response Authority whose head would report to the secretary of Homeland Security but serve as the president's top adviser for national emergency matters, akin to the military role played by the chairman of the Joint Chiefs of Staff.
 
 Senators Collins and Lieberman led the seven-month bipartisan investigation of the government's preparation for and response to Hurricane Katrina that resulted in the examination of 830,000 pages of documents, 22 hearings that included 85 witnesses, and interviews of over 320 witnesses.</description>

      <title>Book Discussion on [Shake the Devil Off]</title>
      <description>Ethan Brown talked about his book [Shake the Devil Off: A True Story of the Murder that Rocked New Orleans] (Henry Holt and Co.; September 1, 2009). Zachery Bowen was an Iraq War veteran living in New Orleans who with his girlfriend Addie Hall. They were "holdouts" who weathered Hurricane Katrina and were featured by many news outlets as the undaunted image of the city. On October 17, 2006, Zachery Bowen leapt to his death from the roof of a building and a note in his pocket led police to his apartment where they found the dismembered body of Addie Hall. Mr. Brown argues that Zachery Bowen's service in Iraq and subsequent undiagnosed post traumatic stress disorder as well as the affects of Hurricane Katrina contributed to his mental unraveling. Ethan Brown talked about his writing and read passages from his book. He responded to questions from members of the audience.

      <title>Book Discussion on [Rescue Warriors]</title>
      <description>David Helvarg was a guest on WAMU's "Diane Rehm Show" to talk about his book [Rescue Warriors: The U.S. Coast Guard, America's Forgotten Heroes] (Thomas Dunne Books; May 12, 2009). In his book David Helvarg discusses the history and activities of the United States Coast Guard, founded in 1797 by Alexander Hamilton. Formerly part of the Department of Transportation, the Coast Guard is currently under the Department of Homeland Security and is a miltitary as well as law enforcement branch of the government. This duel status means the Coast Guard rescues people in trouble at sea, operates in war zones like Iraq and Vietnam, patrols the Artic ocean with ice breakers, and also intercepts drug runners using ships and aircraft. He talked about his activities in researching the book and stories of the Coast Guard such as during Hurricane Katrina and the World Trade Center attacks. Other topics included the wide and expanding range of duties of the Coast Guard. He responded to telephone calls and electronic communications from listeners.

David Helvarg is a journalist, private investigator, and a contributing editor on Public Radio International's Marketplace. He has written numerous articles on a wide range of ocean topics including high sea drift nets, off-shore drilling, and the Navy SEALs.       <description>Speakers outlined the cost of the conflict in Iraq in both human and economic terms. They also contrasted the price of war with the price of relief efforts for Hurricanes Katrina and Rita. 
 
 The Act Now to Stop War and End Racism (A.N.S.W.E.R.) Coalition and other groups sponsored a rally to "End the War in Iraq and Bring the Troops Home Now."  As part of the rally, many attendees marched past the White House to demonstrate against the conflict in Iraq. The crowd was estimated to be between 150,000 and 300,000 by organizers and local officials.</description>

      <description>Marvin Olasky talked about his book [The Politics of Disaster: Katrina, Big Government, and a New Strategy for Future Crises], published by W Publishing Group. He argued that politicians use natural disasters for political gain rather than as an opportunity to improve the lives of victims. The author examined the aftermath of Hurricane Katrina, suggesting how to reform the national disaster policy, and examining policies that place disaster relief burdens on businesses and faith-based organizations, who he thinks are better equipped than the federal government to respond to disasters. He blamed the government's current system of filing reports and lengthy paperwork for causing failures of getting relief supplies to victims of Hurricane Katrina. After his presentation Mr. Olasky responded to audience members' questions.</description>

      <title>Leadership During Hurricane Katrina</title>
      <description>The Senate Homeland Security and Governmental Affairs Committee's 18th hearing as part of the committee's investigation of the government's preparation for and response to Hurricane Katrina examined the leadership of the Department of Homeland Security and the Federal Emergency Management Agency. 
 
 In sometimes contentious testimony Mr. Brown testified about his role in the federal response and mistakes made by the federal government in the initial and subsequent disaster response. He also blamed the poor federal response to Katrina in part on the absorption of FEMA into the Department of Homeland Security, which he said had focused on preventing terrorist attacks and neglected the threat of natural disasters. He also said on August 29, the day the hurricane hit, he relayed urgent reports that the city's levee pumps were failing, contradicting White House officials who had said they were unaware on August 29 the levees were no longer functioning. With the pumps overwhelmed and the levees seriously breached, floodwaters overtook much of New Orleans in a natural disaster that killed about 1,200 people along the Gulf Coast.</description>

      <description>Josh Neufeld talked about his book [A.D. - New Orleans After the Deluge] (Pantheon; August 18, 2009). The non-fiction comic presents an illustrated account of the affects of Hurricane Katrina on New Orleans' disparate population. Following seven people from the owner of an uptown family market to a doctor in the French Quarter and the son of a pastor who resides east of the city, Mr. Neufeld recounted how each of them endured the storm. In an illustrated talk Mr. Neufeld talked about the history of the project, which had an incarnation as a webcomic, and the people he found to represent New Orleans. Mr. Neufeld responded to questions from members of the audience.
Josh Neufeld is the author of [A Few Perfect Hours (and Other Stories from Southeast Asia and Central Europe)] and [Katrina Came Calling]. He is an artist for Harvey Pekar's [American Splendor]. Following Hurricane Katrina, Mr. Neufeld spent three weeks as a volunteer for the American Red Cross in Biloxi, Mississippi.</description>

Staying in the city for an extended time, his reporting resulted in a book that chronicles the lives of nine people who have lived in New Orleans since Hurricane Betsy hit the city in 1965. He reports about the transformation of New Orleans since then and the destruction of large portions of the city following Hurricane Katrina. Mr. Baum's talk at St. Christopher's school in Richmond, Virginia, was arranged by the Junior League of Richmond. In his talk Mr. Baum described the life of a journalist and author for an audience of high school students. He talked about the process of writing the book, the concept of creative nonfiction, and the problems of on narrative nonfiction. Mr. Baum responded to questions from the students.

In his testimony he placed blame for inadequate relief and recovery efforts on various state and local entities, lack of federal funding for the Federal Emergency Management Agency, and slow reactions by other federal agencies. In sometimes contentious questioning he called officials and agencies in Louisiana government "dysfunctional" and chided the media for its reporting on the storm and its aftermath. 
 
 House Democratic leadership had refused to endorse the hearing, saying that investigation of Hurricane Katrina matters should be referred to an independent commission free of political agendas. Members, however, were free to attend the hearing and question the witness if they desired</description>
