These include the Foreign Intelligence Surveillance Act (FISA), the 1978 law that allows warrantless surveillance of foreign suspects, including those who communicate with U.S. residents.</description>

Topics included weaknesses in the watch list system, the size of the list, names mistakenly in the list, agencies that use the list, and a Government Accountability Office report on use of the Federal Terrorist Watch List.
 
 The Federal Terrorist Watch List includes "individuals known or appropriately suspected to be or have been engaged in conduct constituting, in preparation for, in aid of, or related to terrorism." The list contains more than 850,000 names with 200,000 names added every year since 2004.</description>

      <description>A portion of the House Committee on Homeland Security was shown. The hearing focused on the progress and pitfalls of the Terror Watch List (TWL).
 
 Representatives Bennie Thompson and Dave Reichert delivered opening remarks. 
 
 Glenn Fine talked about attempts to consolidate and stream line the TWL. He advocated an increased effort in accuracy for the TWL. He also talked about policy options that would reduce misidentifications with the TWL.
 
 Eileen Larence talked about the creation of the TWL and the process used in its implementation. She spoke on the methods used by security forces to add or remove names on the TWL. 
 
 Leonard Boyle talked about the functions of the Federal Bureau of Investigation (FBI) Terrorist Screening Center. He spoke on the methods that visa screeners could use to determine the threat of an individual to national security. He also spoke on the actions of the FBI in increasing the accuracy of the list.
 
 Kathleen Kraninger talked about the levels of scrutiny used to determine the ability of an individual to enter the United States. She talked about the methods that a traveler can go through to appeal having been listed on the TWL.
 
 The panelists answered questions from the Representatives.</description>

      <title>After Words with Robert Block</title>
      <description>Robert Block was interviewed about the book he co-authored with Christopher Cooper, [Disaster: Hurricane Katrina and the Failure of Homeland Security], published by Times Books. Mr. Block talked about new details in the book regarding the federal government's response to Hurricane Katrina, sometimes called the greatest natural disaster in U.S. history. Topics included emergency response, preparations, communications, levee breaches and flooding, and faults in the Department of Homeland Security and the Federal Emergency Management Agency.
 
 One year after the event, Mr. Block discussed the book with James Lee Witt, former director of the Federal Emergency Management Agency (FEMA) in the Clinton administration.</description>

      <title>Fifth Anniversary of the  Department of Homeland Security</title>
      <description>President George Bush, Secretary Michael Chertoff, and former Secretary Tom Ridge spoke to department staff to mark the fifth anniversary of the U.S. Department of Homeland Security. Secretary Chertoff described the accomplishments of the new department.
 
 The president warned that terrorists will try to attack again. In regard to the Federal Intelligence Surveillance Act, he talked about his request for retroactive immunity for telecommunications firms that have helped the government listen to conversations of suspected terrorists. 
 
 Music was performed by the U.S. Coast Guard Band.
 
 The event was held in the Daughters of the American Revolution Constitution Hall.</description>

      <description>After an introduction by Ambassador Kirkpatrick, Attorney General Ashcroft expressed sympathy for victims of the bombing today of the United Nations mission building in Baghdad in which many persons were killed or injured. He also talked about the September 11, 2001 attacks, saying that they altered the mission of the Justice Department to one of preventing terrorist attacks. 
 
 He talked about using the U.S.A. Patriot Act as a tool in terror prevention in the U.S. He talked about many of the cases prosecuted against alleged terrorists because of the Patriot Act.</description>

      <description>The witnesses testified about the nation's Terrorist Threat Advisory System, a color-coded warning system that is the primary means by which the federal government communicates to citizens its judgment on the risk of terrorist attacks at any given time. Admiral Loy talked about his department's ability to target specific information with specific actions and prevention, and the thresholds for recommending changes in the warning system. Mr. Brennan detailed the work of his center in obtaining information from the Department of Homeland Security and intelligence agencies. The witnesses were questioned about the impact of the warning system on citizens and also the impact on the budgets of local communities.</description>
