      <description>Mark Bowden, author of [Worm: The First Digital World War] and T.J. Campana, senior program manager for the Digital Crimes Unit at Microsoft, talked about the Conficker. This computer "worm," a potentially devastating computer virus, has infected millions of computers since it appeared in November 2008. Topics included the possible purposes of this "bonnet" and how it is being combatted. They also responded to questions submitted by members of the audience. John Markoff moderated.

      <title>Book Discussion on [When Brute Force Fails]</title>
      <description>Mark Kleiman talked about his book [When Brute Force Fails: How to Have Less Crime and Less Punishment] (Princeton University Press; September 6, 2009). He argues that the solution to rising crime and overcrowded punishment is to clearly specify laws and deliver the promised sanctions every time. He discussed his theory at the Rayburn House Office Building in the U.S. Capitol at a briefing sponsored by Representatives Linda Sanchez and Bobby Scott, who made opening remarks. Professor Kleiman responded to questions from members of the audience. 
Mark Kleiman is professor of public policy at the University of California, Los Angeles, as well as director of the Drug Policy Analysis Program there. He is author of [Marijuana: Costs of Abuse, Costs of Control] and [Against Excess: Drug Policy for Results]. Previously Mr. Kleiman taught at Harvard's Kennedy School of Government and at the University of Rochester. He has worked for the U.S. Department of Justice as director of policy and management analysis for the Criminal Division, for the City of Boston as deputy director for management of the Mayor's Office of Management and Budget, for Polaroid Corporation as special assistant to the chief executive officer, and on Capitol Hill as a legislative assistant to Congressman Les Aspin.</description>

      <title>Book Discussion on [Don't Shoot]</title>
      <description>David Kennedy, director of the Center for Crime Prevention and Control, recounts the development and execution of his plan to curb inner-city violence in Boston in the 1990s. Mr. Kennedy's proposal, dubbed the "Boston Miracle," brought together all the key actors in a neighborhood from the police and community members to gang members and drug dealers to openly discuss their issues in a way akin to an intervention. Boston's youth murders were cut by two thirds after installation of the program and it was replicated in over seventy cities, including Chicago, Washington, D.C., and Baltimore. David Kennedy responded to questions from members of the audience at Harvard Book Store in Cambridge, Massachusetts.</description>

      <title>Exploitation of Children over the Internet, Day 1</title>
      <description>Witnesses testified about the dangers of child predators on the Internet and ways to protect children by better educating parents and the children themselves. It was noted that the anonymity and accessibility of the Internet allow child predators to operate easily, and that the extent of online child pornography is staggering. 
 
 There were five panels of witnesses, including Mr. Berry who was exploited as a thirteen-year-old and journalist Eichenwald who reported on his story. At the end of his testimony Mr. Berry identified Mr. Gourlay as a person whom he alleged had molested him. Mr. Gourlay was sworn in but declined to answer questions, citing his Fifth Amendment rights.
 
 Topics included developmental pediatrics and the effects of sexual exploitation on children, cyber tip lines for reporting suspected Internet child exploitation, digital stalking, child prostitution, attempts to identify the children in online pornography, the role of law enforcement, the large amounts of money involved in child pornography, and organizations that help exploited children and educate children to prevent exploitation.</description>

      <description>R. Dwayne Bettstalked about his book [A Question of Freedom: A Memoir of Learning, Survival, and Coming of Age in Prison] (Avery; August 6, 2009). In this memoir he tells how he came of age in prison and reflects on violence, freedom, crime, race, and the justice system. He committed a carjacking at the age of 16 and served in an adult prison until he was 24. He talked about how a lack of realization in his poor neighborhood of the opportunities that he actually had contributed to his crime and that efforts to teach young people about the possibilities before them could be efficacious. Mr. Betts, a published poet, also talked about the importance of reading.
He was interviewed at the 32nd Annual National Press Club Book Fair and Authors' Night, a fundraiser for the Eric Friedheim National Journalism Library held Tuesday, November 17, 2009 from 5:30 to 8:30 p.m.</description>

      <description>Supreme Court scholars and journalists take part in a moot court argument on the case, Chicago v. Morales, which the Supreme Court will hear next week. The case is about a Chicago ordinance that allows suspected gang members to be ordered by police to disperse if they are found loitering on the streets with other people. If the gang members do not disperse, they may be subject to criminal prosecution. The Illinois Supreme Court struck down the ordinance because they stated that it that was unconstitutionally vague and that it violated the due process rights of gang members.</description>

      <title>Counterfeit Drugs</title>
      <description>Subcommittee members held a hearing title "Sick Crime:  Counterfeit Drugs in the United States."  FDA officials, drug industry representatives, and family members of counterfeit drug victims testified how counterfeit drugs enter the legitimate pharmaceutical market. Among the topics members of the panels spoke about were government regulation of the drug supply line, paper pedigrees, and criminal invesigations. 
 
 During the first panel, Commissioner Lutter spoke about implementations of stringent license requirements on the state level. He discussed the use of electronic devices and new technologies in the distribution of pharmaceuticals. The second panel talked about Carlos Luis, who bought Epogen and Procrit from a gentleman's club in Miami. He moved the drugs into the wholesale market and the family of Tim Fagan sued a CVS subdiary for distributing Epogen, an anemia drug, after his emergency liver transplant. The third panel spoke about the growth of counterfeit drugs, accreditation of interstate wholesale distribution in states including Indiana, and suggestions to improve capture of criminal distributors. 
 
 Randall Lutter used charts and graphs during the opening panel. Representative Gutknecht displayed a "scare-ad" regarding drugs purchased in Canada. He also presented a digital chip that could be placed inside medications to identify the ingredients and only costs ten cents.
 
 Katherine Eban is the author of [Dangerous Doses:  How Counterfeiters are Contaminating America's Drug Supply], published by Harcourt. Mr. Fagan and Mr. Butler are relatives on counterfeit drug victims in Florida.</description>

      <description>The committee held a hearing about sexual child predators who operate on the Internet and whether or not major Internet service, content providers, and social networking Web sites are doing enough to protect children online and to help catch child predators. Detective Dannahey discussed his undercover work on the social networking site Myspace.com. Posing as a teenager, he was able to gain easy access into a network of high school children and learn personal identifying information about all the friends in that network. Following Detective Dannaehy's testimony, representatives of Myspace.com, Facebook, and Xanga testified about their work to stop online predators.</description>

      <description>The committee heard further testimony about sexual child predators who operate on the Internet. In the first day of a two-day hearing on making the Internet safe for children, Mr. Hansen testified about his investigative series for NBC's "Dateline" and the sexual predators he encountered through decoys pretending to be children on the Internet. Video clips from the series were shown. Topics included the anonymity of the Internet, the statistics on the amount of child pornography on the Internet, monitoring bulletin boards and chat rooms, and informing parents of the danger of child predators.</description>

      <title>Gun Microstamping Technology</title>
      <description>Introduced by Rep. Becerra, Mr. Henigan talked about the statistics of death by firearms and about the prevention of gun violence.
 
 Mr. Horwitz and the inventor Mr. Lizotte explained the gun microstamping technology Lizotte developed. Microstamping, which is called the next generation in ballistics information technology, provides a more effective method to connect bullet casings found at the scene of a shooting with the weapon that was fired. Topics included the role of ballistic evidence and how microstamping could have aided in past cases such as the "Beltway Sniper."
 
 The briefing was followed by a live firing demonstration.
 
 Representative Becerra hosted the briefing and demonstration at the Rayburn House Office Building Firing Range.</description>
