In his remarks Mr. Hayward offered his condolences to the families and friends of the 11 people who died in the explosion and apologized to the American people for the incident.</description>

Mr. O'Neill was an attorney for 32,000 Alaskan fishermen and natives who brought a civil suit against Exxon after the Exxon Valdez aground in Alaska's Prince William Sound in 1989, spilling almost 11 million gallons of crude oil.

      <description>Justice Department and other law enforcement officials held a press conference in New Orleans regarding new criminal charges and a settlement in the BP oil spill. Attorney General Holder outlined the 14 charges which included 11 counts of manslaughter and one obstruction of justice. He also said that BP agreed to a $4.5 billion settlement which would be disbursed to federal agencies for restoration, preservation and conservation. Other investigations into civil and criminal charges remained open.</description>

      <description>Harry Thierens testified at the U.S. Coast Guard and Bureau of Energy Management joint investigation of the April 20, 2010, Deepwater Horizon oil rig explosion in the Gulf of Mexico. In his testimony he said that changes to the blowout preventer device hurt efforts to manually operate it days after the explosion. He also said that after several failed attempts to get the blowout preventer to work, he learned that its security function was replaced by a testing device not designed for well control.
This hearing was the third day of the fourth session of hearings of the Deepwater Horizon joint investigation.</description>

      <description>New Orleans Mayor Mitch Landrieu talked about the state of his city nearly five years after Hurricane Katrina and just four months after the explosion on the Deepwater Horizon BP oil rig. He commended Obama administration officials for their interest in the city and outlined the ways in which the schools and community parks are rebuilding. He urged BP and the Obama administration to continue to pay attention to the gulf even though the well has been capped. He also explained the problems that New Orleans has been facing since long before Hurricane Katrina devastated the city. Following his remarks, he responded to written questions submitted by members of the audience.</description>
