Automobile Dealership Closures

Witnesses examined the recent auto dealership closures announced by Chrysler and General Motors. Chrysler plans to close 789 dealerships this week and GM wants to eliminate approximately 2,500 of its 6,000 dealerships by the end of next year.

The automakers said that large dealer networks now represent a drain on the companies. They argued that they would save billions on support costs, incentive payments and other costs by closing dealerships that perform poorly or do not fit restructuring plans.

Auto dealers said closing so many dealerships would eliminate tens of thousands of jobs, hurt local economies and do little to improve the automakers' long-term prospects.

Automotive Industry Assistance, Auto Executives

Automobile industry executives testified about the financial state of the industry and their request for $25 billion in emergency federal aid to avoid collapse. Some automakers said they might run out of money by the end of the year and said that they were not in financial difficulty due to management mistakes, but the weak economy and the inability of consumers to obtain credit to buy cars. Several committee members questioned the executives' dedication to reform and cost-cutting, noting that they had traveled to Washington on expensive corporate airplanes.

Federal Oversight of Car Safety Standards

Former National Highway Traffic Safety Administration (NHTSA) administrators, automobile industry executives, and a [Detroit News] reporter who covered the Congressional hearings on the Toyota recalls talked about federal oversight of car safety standards. They also responded to telephone calls and electronic communications. Recent congressional hearings on Toyota Motor Company's recalls have called into question the rigor of the government's enforcement of these standards.
NHTSA was created in 1966 to develop and enforce car safety standards with the goal of reducing deaths and injuries on America's highways. During the February and March 2010 hearings, House and Senate Commerce Committee members questioned NHTSA enforcement efforts and the past hiring of former NHTSA officials by Toyota and other automakers. Clips from these hearings on February 23-24 and March 11, 2010 were shown.

[Washington Post] cars columnist Warren Brown has covered the auto industry for the [Post] since 1982. His weekly column is called "On Wheels," and he hosts a live weekly web discussion on Washingtonpost.com called "Real Wheels Live." He talked about the current financial standing and overall health status of the automotive industry. In 2008, he made controversial comments in support of government auto bailouts by crediting the automotive industry with assisting in the development of the African-American middle class.
In 2002, Warren Brown co-wrote a book with fellow columnist Martha McNeil Hamilton, called [Black and White and Red All Over: The Story of A Friendship], in which both writers discuss their friendship and her decision to give him one of her kidneys.

The authors argue that global warming and the price of gasoline are not the only problems presented by America's love of cars. Higher incidences of obesity and asthma can be attributed to car ownership, as well as a high financial toll on the poor. The event in New Canaan, Conn. was presented by Anne Lutz Fernandez.

Government Bailout of General Motors

Witnesses testified on the federal government bailout of General Motors. During the hearing Republican members accused Ron Bloom of getting too involved in General Motors' structured bankruptcy and questioned the government's role in the matter of pensions for Delphi auto parts workers, a GM spin-off company. The federal government recouped about half of the $80 billion dollars devoted to saving the U.S. auto industry. Mr. Bloom acknowledged that the government did not expect to recover all of that money. He suggested however, that financial losses from total failure of GM and Chrysler would have been much greater than any amount taxpayers might lose as a result of the bailout.

Daniel Roos discussed the book, [The Machine That Changed the World], which he co-authored with James P. Womack and others. It an analytical comparison of American and Japanese auto manufacturing practices. According to the authors, the Japanese have developed a better way to make cars and other mass-produced goods. Development of the Japanese process, called "lean production," began after World War II and has been refined for the last 40 years. Massachusetts Institute of Technology studied the competitive advantages of "lean production," the results of which were recently released by the International Motor Vehicle Program, directed by Mr. Roos. Aspects of "lean production" include: catching and fixing defects at the point they occur on the assembly line, robotization, labor teams, and cross-training in production skills. Statistical data were drawn from European, Japanese and United States auto companies and organizations.
