      <description>Senator Thompson spoke about his administration's efforts to reform the state welfare system and criticized President Clinton for not giving him a waiver to implement the latest ideas for such reform. Then, Senator Dole spoke about his perspectives on welfare reform. He criticized the current welfare system saying that it "has created... a permanent dependent class, robbed of dignity and robbed of hope."  He also outlined his plan for welfare reform, which focused on turning the program over to the states, but also included some federal initiatives which would allow states to make sure the program helps people and that people do not take advantage of the program.</description>
