      <title>[Shelby County v. Holder] Oral Argument</title>
      <description>The U.S. Supreme Court heard oral arguments in [Shelby County v. Holder]. The case concerns Congress' 2006 re-authorization of Section 5 of the Voting Rights Act under the pre-existing coverage formula of Section 4(b) of the Voting Rights Act, and whether Congress exceeded its authority under the Fourteenth and Fifteenth Amendments and thus violated the Tenth Amendment and Article IV of the United States Constitution. Section 5 of the Voting Rights Act says that states and localities with a history of disenfranchising minorities, mainly in the South, must get federal approval before changing their voting procedures. Justice Scalia stated that congressional support for the Voting Rights Act is due to the "perpetuation of racial entitlement." He then went on to say, "Whenever a society adopts racial entitlements, it is very difficult to get out of them through the normal political processes."

Mr. Ornstein criticized the influence of vocal minorities in politics as expressed through the vote. He suggested mandatory voting would re-instill a sense of patriotism and lead to a more moderate group of elected representatives. Fred Smith suggested that any sort of mandate would represent a loss of freedom, would be hard to enforce, and would be subject to abuse.</description>

      <title>Redistricting and Gerrymandering</title>
      <description>This week, Columbia Law School Professor Nathaniel Persily looks at the history of redistricting and gerrymandering in the United States. Professor Persily discusses the origin of the term "gerrymandering" in the early 1800s, and the use of redistricting by political parties and incumbents to protect and advance their interests. He also talks about more racially charged redistricting fights, such as the 1960 [Gomillion vs. Lightfoot] Supreme Court case, in which the court found that a district had been created to disenfranchise black voters. That case helped lead to the 1965 Voting Rights Act, outlawing discriminatory voting practices. 
Columbia Law School is located in New York City. This is a little over an hour.</description>

      <title>Book Discussion on [Failure Is Impossible: Susan B. Anthony]</title>
      <description>The author discussed her book [Failure Is Impossible: Susan B. Anthony In Her Own Words], published by Times Books. Marking the 175th anniversary of Ms. Anthony's birth and the 75th anniversary of the passage of the 19th amendment granting women the right to vote, the book depicts the most famous suffragist through her own written and spoken words. "We (women) now have nearly equality of rights everywhere. They let us work everywhere, but only give us half pay," she wrote in the 1800s. More responsible than anyone for getting women the vote, she also dealt with many issues still crucial to women today:  equal opportunity, political representation, domestic violence, child rearing, and financial autonomy. Ms. Anthony crisscrossed the country to give speeches and lead rallies well into her eighties.</description>

      <description>Historian and author Richard Shenkman talked about his book [Just How Stupid Are We?: Facing the Truth About the American Voter] (Basic Books; June 9, 2008). Professor Shenkman argues that as American voters have gained more political power than ever before in the last 50 years, they are not exercising their power wisely and are more and more susceptible to campaign slogans and easy solutions because they do not take the time to educate themselves about the issues and the candidates. He provides such statistics as that most Americans can not name their representatives in Congress or even know that there are three branches of government. He talked about how politicians have repeatedly misled voters and the dumbing down of American politics via marketing, spin machines, and misinformation. He urged reinvigorating civic responsibility in an era where people are more consumers than citizens and providing people with the leadership to efficaciously participate in the political process.</description>

      <title>National Woman's Party Use of Visual Propoganda</title>
      <description>A panel discussion was held to commemorate the 91st anniversary of the certification on August 26, 1920, of the 19th Amendment to the U.S. Constitution that gave women the right to vote. The panelists discussed the National Woman's Party's (NWP) use of persuasive language and imagery to secure suffrage. They showed examples of political cartoons and the banners carried in suffrage parades and during the NWP's pickets in front of the Whites House. They also responded to questions from members of the audience. Ms. Harrington moderated.
"The National Woman's Party and Political Rhetoric: Visual Propaganda in the Battle for the Vote" was a program in the National Archives' William G. McGowan Theater, presented in partnership with the Sewall-Belmont House and Museum and featuring examples from their Nina Allender collection of political cartoons.</description>

      <title>Voter Identification Laws</title>
      <description>Hans Von Spakovsky and Jon Greenbaum talked about the impact of new voter identification laws across the U.S. They also responded to telephone calls and electronic communications. Mr. Von Spakovsky argued that just as identification is required more and more for entry into buildings for security purposes, such as he was asked to provide for entry into C-SPAN's offices to appear on "Washington Journal," voter identification is necessary for both security and voter impersonation and other fraud prevention. Mr. Greenbaum said that evidence of voter fraud is scant, and he cited cases such as Florida's new voter laws that make the early voting process more difficult.

      <title>Voter Identification Supreme Court Case Oral Argument</title>
      <description>The U.S. Supreme Court heard oral argument in the cases of [Crawford v. Marion County Election Board] and [Indiana Democratic Party v. Rokita] about the validity of the law passed in 2005 by the Indiana Legislature requiring all voters who cast a ballot in person to present photographic identification issued by the United States or State of Indiana.
 
 This program contained audio with still images of participants as they spoke. Justice Thomas did not speak.
 
 On April 28, 2008, the court issued a 6-3 decision that states may require voters to present photo identification before casting ballots. The Court concluded that the photographic ID requirement was a legitimate interest in preventing voter fraud. Justice Stevens wrote the main opinion for the Court. His opinion was joined by Chief Justice Roberts and Justice Kennedy. Justices Scalia, Thomas and Alito issued concurring opinions. Justices Souter, Ginsburg and Breyer dissented.</description>
