      <title>Elections and Protest Movements</title>
      <description>Frances Fox Piven talked about the 2004 elections and addressed charges of voter fraud and voter suppression, the latter of which she said has a long history in the United States. Professor Piven argued that new progressive social movements need to be created to stop the Democratic Party from moving to the right. She spoke after receiving a lifetime achievement award from the University of Wisconsin's Havens Center. After her address "Elections and Protest Movements in the Struggle for Democracy" she responded to questions from members of the audience.
 
 Professor Piven is the author of many books, including [Regulating the Poor], [Poor Peoples' Movements], [The New Class War], and [Why Americans Don't Vote] (all co-authored with her late husband Richard Cloward). Her latest book is [The War at Home:  The Domestic Costs of Bush's Militarism].</description>

      <title>Book Discussion on [Fraud of the Century]</title>
      <description>Roy Morris, Jr. discussed his book [Fraud of the Century:  Rutherford B. Hayes, Samuel Tilden, and the Stolen Election of 1876], published by Simon and Schuster. In 1876, New York Democrat Samuel Tilden almost certainly won the popular vote over Ohio Republican Rutherford B. Hayes. But contested returns in Florida, Louisiana and South Carolina, as well as a legal issue in Oregon, eventually led to a 15-member congressional commission awarding Hayes all 20 contested electoral votes, giving him a one-vote victory in the Electoral College. Mr. Morris responded to questions from members of the audience.</description>

Lever] over allegations that Orange County, California, election officials violated the Voting Rights Act of 1965 by not providing petitions in both English and Spanish for the recall of a Santa Ana Unified District school board member. In November 2005, a Ninth Circuit three-judge panel ruled that Orange County election officials violated the bilingual requirements of the Voting Rights Act.</description>

      <description>The authors talked about two research projects they conducted on six different voting and verification systems reported in their book, [Voting Technology: The Not-So-Simple Act of Casting a Ballot]. The book addresses questions about how Americans respond to the voting systems they use on Election Day including if new voting systems have improved citizen satisfaction and trust in the voting process and if citizens can cast their ballots without making the same errors that occurred in Florida in 2000. Paul Herrnson, the lead author, offered an overview of their findings and recommendations. His co-authors offered additional comments. Thomas Mann moderated the panel. After the presentation, the panelists responded to audience questions.</description>

Andrew Gumbel covered the 2000 election as U.S. correspondent for the London-based [Independent]. The election process and its history is the topic of his book. In it, the author faults what he believes to be a corrupt political environment as being responsible for ongoing election difficulties on the national, state, and local levels. Mr. Gumbel also explores the history of election influencing from New York City at the turn of the century to Florida in 2000. Mr. Gumbel read a passage from his book and responded to questions from members of the audience.</description>

      <title>Book Discussion on [Voting Rights--and Wrongs]</title>
      <description>Abigail Thernstrom talked about the book she co-authored, [Voting Rights--and Wrongs: The Elusive Quest for Racially Fair Elections], published by AEI Press. She argued that the 1965 Voting Rights Act has a constructive and beneficial history but that in the current form the law is harmful to minorities. She said that by creating majority black congressional districts in southern states, the candidates elected have limited appeal for the general electorate. She responded after other panelists made their own remarks and then they answered questions from members of the audience. Henry Olsen moderated.

      <description>A hearing was held on apportionment and citizenship, titled "Counting the Vote: Should Only U.S. Citizens Be Included in Apportioning Our Elected Representatives?"  The committee first heard from Representative Miller on her proposed joint resolution to amend the Constitution to mandate that only U.S. citizens were counted in census data for apportionment purposes. 
 
 Mr. Gonzalez and two demographers comprised a second panel that testified on the impact of non-citizens on apportionment, the impact on the Electoral College, and eligibility of Latino permanent residents. Legal and academic scholars participated in the third panel. They discussed potential effects on census accuracy, promotion of naturalization, and the legal aspects of the proposal.</description>

      <title>Book Discussion on [Fixing Elections]</title>
      <description>Mr. Hill discussed his book, [Fixing Elections: The Failure of America's Winner Take All Politics], published by Routledge. In it, he explores the various ways in which local and presidential elections are fixed. He lectures that in the redistricting process, our "winner take all" voting system is a geographic two party system that leaves out both the voter and their issues. In regards to presidential elections, he explains the importance of the swing voter who he defines as the individual who is not interested in politics, knows the least about politics, and is least likely to vote. He predicts that America is headed towards a post-democratic future where there will still be elections, but the issues will no longer speak to the swing voters. He argues that the problem with the "winner take all" political system is not with the politicians, but with the incentives in the system as a whole. After his remarks he answered audience questions.</description>
