Book Discussion on [Confessions of an Economic Hit Man]

Mr. Perkins talked about his book [Confessions of an Economic Hit Man], published by Berrett-Koehler Publishers. The book discussed some of the assignments he was given while working as what he terms an "economic hit man." From 1971 to 1981 John Perkins worked as a chief economist for Chas. T. Main, a Massachusetts-based international strategic consulting firm. During this time Mr. Perkins said his job was to trick developing countries into taking enormous loans from the World Bank in order to construct or repair their domestic infrastructure. These loans were given with the understanding that these countries would then use those loans to pay U.S. corporations to complete these constructing and engineering projects. The author wrote that when these developing countries were eventually unable to pay off these sizable debts, the United States, World Bank, or IMF would step in and control the country's security arrangements and budgetary structure. Following his presentation, Mr. Perkins responded to questions and comments from members of the audience.

Book Discussion on [The End of Poverty: Economic Possibilities]

Jeffrey Sachs talked about his book [The End of Poverty: Economic Possibilities for Our Time], published by Penguin Press, about how to end poverty around the world by the year 2025. Professor Sachs argued that ending global poverty was a very realistic goal that could be achieved if the U.S. was willing to make it a priority. He criticized the Bush administration for a lack of commitment to poverty issues and argued that free market solutions for economic development would not work. He also laid out a series of suggested questions for the executive directors of the World Bank to ask any nominee for head of the Bank. Professor Sachs answered questions from members of the audience following his remarks. Commentary was provided by Zia Qureshi, senior advisor for global monitoring at the World Bank.

Book Discussion on [Confessions of an Economic Hit Man]

Mr. Perkins talked about his book [Confessions of an Economic Hit Man], published by Berrett-Koehler Publishers. The book discussed some of the assignments he was given while working as what he terms an "economic hit man" for the U.S. government. Mr. Perkins said that since the 1950s the U.S. government has used a form of international loan-sharking to gain leverage over poor countries that it deems to be strategically important. He explained that his role was to get countries to take on loans, via the World Bank and other institutions, in order to finance large engineering projects that are sold on false pretenses and ultimately end up bankrupting those countries. After his presentation he responded to questions from members of the audience.

Book Discussion on [The White Man\'s Burden]

William Easterly talked about his book [The White Man's Burden: Why the West's Efforts to Aid the Rest Have Done So Much Ill and So Little Good], published by Penguin Press. He argued that most foreign aid programs are too idealistic, grandiose, and wasteful. He said that Western aid programs would help the suffering poor only if those who manage them invoke planning efforts that include feedback, incentives, and accountability. He explained how giving foreign aid under these terms would help improve global foreign aid efforts. After his presentation he answered audience members' questions.

The Future of the World Bank and IMF

Ngaire Woods presented points from her new book, [The Globalizers: The IMF, the World Bank, and their Borrowers,] questioning whether the time has come to rethink what these multilateral institutions do and how they do it. She asked whether the IMF and the World Bank were U.S.-dominated institutions. Topics included their impact on the economy of their borrowers, particularly Mexico and Latin America; the Russian experience; and sub-Saharan Africa. She suggested that IMF and the World Bank should not focus country by country, but should consider global imbalances, monetary cooperation and other international issues.

Mr. Mallaby, the author of [The World's Banker,] and Mr. DeTray commented extensively on Dr. Woods' proposals. The participants then responded to audience members' questions.
