      <description>Senator Lamar Alexander (R-TN) and  current and former Senate staff members talked about the history and use of the filibuster. Senator Alexander argued in favor of keeping the filibuster rules in their current form, citing the late Senator Robert Byrd's depicting the filibuster as a "fence" that protected against executive branch over-reach. Following his remarks, panelists talked about the use of the filibuster and similarly opposed proposals to eliminate the practice in the Senate. They also responded to audience members' questions.
This program took place one day before the opening of the 112th Congress. Democratic members of the Senate were proposing to alter the filibuster rule on the first day of the new Congress in response to Senate Republicans use of the filibuster in the 111th Congress.</description>

      <description>A "celebration of life" memorial service was held for Senator Robert Byrd at the West Virginia State Capitol. Presidents Obama, Clinton and Vice President Biden, along with dignitaries, spoke at the service. During the eulogy, President Obama noted, "He was my friend, that is how I will remember him."  The service included blue grass music, a singalong to John Denver's "Take Me Home, Country Roads," patriotic tunes  performed by a military band, and a bagpipe rendition of "Amazing Grace."</description>

      <description>Late in the session Majority Leader Reid (D-NV) moved that a post-cloture motion by Republicans was dilatory. The chair ruled against the motion and the ruling of the chair was appealed, and the question of whether the chair's ruling should stand was put to the Senate. The Senate failed to support the chair, thus supporting Senator Reid, and establishing a new precedent that post-cloture motions to suspend and take up an amendment could be considered dilatory. The vote was 48-51.</description>

      <title>Senate Session</title>
      <description>The Senate continued consideration of the nomination of Priscilla Owen as a judge for the Fifth Circuit U.S. Court of Appeals. Following a bipartisan compromise reached among 14 senators the previous evening, a cloture vote passed earlier in the day on a vote of 81 to 18, limiting further debate to 30 hours.
  
 Judge Owen was the first of seven nominations which had been filibustered by the Democrats, the minority party. The Republicans who held a 55 vote majority had proposed changing the confirmation process through a ruling from the President of the Senate, upheld by a majority of Senate, that votes on judicial nominees not be subject to a filibuster. This would have changed Senate rules by allowing confirmation by a simple majority vote without having to invoke cloture on debate. This was popularly referred to as the "nuclear option" because of its potential impact on the normal procedure of business in the Senate. 
 
 Debate was evenly divided by time blocks allocated to each party.</description>

      <title>Senate Filibuster Rule</title>
      <description>Bob Edgar talked about Common Causes's lawsuit challenging the constitutionality of the Senate filibuster rule, which has been invoked with increasing frequency since 1981, and even more since the 110th Congress to block legislation and judicial appointments. Topics included the history of the rule, some of the recent bills that have been blocked, and his reasons for seeking change to the rule via the courts rather than through legislation. He also responded to telephone calls and electronic communications.

The Senate filibuster rule allows one or more senators to speak as long as they wish on any topic in order to block a Senate vote on a bill. The filibuster can only be ended when three-fifths of the Senate vote to end the filibuster, known as cloture.

The book is a selection of correspondence that spans Senator Moynihan's professional career, from his time as a Harvard professor, to his ambassadorships to India and the United Nations, and his tenure in the Senate (1977-2001). Daniel Patrick Moynihan died in 2003 and although a prolific writer, he never authored an autobiography. Senator Schumer (D-NY) made keynote remarks. The panelists also responded a question submitted from the audience. This discussion took place at the New York Academy of Medicine. It was sponsored by the Museum of the City of New York and co-sponsored by the American Irish Historical Society, the Glucksman Ireland House at New York University, and the Maxwell School at Syracuse University.</description>
