      <description>George Will talked about his book [One Man's America: The Pleasures and Provocations of Our Singular Nation] (Crown Forum; June 3, 2008). The book is a compilation of his columns and reviews from the preceding five years. He writes about a wide range of people, stories, and events that have shaped America throughout its history. He talked about Alistair Cooke, to whom the title of the book is a homage, and about his life and experiences while writing. Topics of discussion included historical perspective, term limits, campaign financing, political temperament, the presidential campaign, and Iraq. The guest interviewer was David Broder.
 
 George Will writes a twice-weekly syndicated column and a bi-weekly column in [Newsweek]. He appears each Sunday on the ABC News program "This Week." Mr. Will won the Pulitzer Prize for Commentary and is the author of thirteen books.</description>

Murphy], which focused on the constitutionality of voter initiatives in several states in 1996 which required federal candidates to publicly support term limts or be tagged on the next election ballot as not supporting the voters' wishes in this area. Earlier this year, the Supreme Court ruled such voter initiatives unconstitutional.</description>

      <title>History of Congressional Redistricting</title>
      <description>Mr. Brace, Mr. Durbin and Mr. Parker discussed the history of
 congressional redistricting in the second of a series of programs on
 the redistricting process. They described redistricting during the
 early years of the United States, uses and abuses of the process
 during America's history, and the major court cases that affected
 redistricting including fair election laws and civil rights
 legislation concerning elections.
 
 Congressional redistricting, or the drawing of new boundary lines for
 the districts of members of the House of Representatives, occurs
 every ten years in response to changes in population discovered by
 the U.S. Census. Congress itself reapportions a number of
 representatives to each state, and the state must redraw district
 boundaries to create districts that are more or less equal in
 population. In 1991, a number of states in the Sun Belt will be
 reapportioned more representatives, while a number of Northern
 states will lose representatives, reflective of the movement of
 population to the Sun Belt states during the 1980s.</description>

      <description>Mr. Jacob talked about the history and issues of the case, [U.S. Term Limits v.Thornton], which involves the entire Arkansas congressional delegation. In  1992, Arkansas voters passed a ballot entry referendum which limits congresspersons to 3 House terms and 2 Senate terms. After these limits the incumbent's name could no longer be printed on the ballot, but could still be a write in vote. He also talked more broadly about other efforts to enact such limitations across the nation. The case will be argued before the Court on November 29th.</description>

      <title>Congressional Term Limits</title>
      <description>As part of the college's annual preview of the U.S. Supreme Court term, journalists and professors participated in a mock court arguing their version of [U.S. Term Limits v. Thornton]. This Arkansas case will be consolidated with [Bryant v. Hill], also an Arkansas term limits case, when it is argued next month, and only federal term limits will be challenged. The cases test the constitutionality of laws that limit the number of terms a politician can hold office. The Arkansas term limits legislation simply prevents a candidate's name from being printed on the ballot if he or she has held office for a certain number of term. U.S. Term Limits is an interest group in favor of restrictions on the number of years politicians can hold office.</description>

      <title>Congressional Term Limits and Campaign Reform</title>
      <description>Both Mr. Stern and former Representative Heftel talked about the need for congressional campaign finance reform. Mr. Stern also announced his decision to no longer support legislative term limits, saying that limiting the term only attacks the symptom, not the root cause. They said that the reforms need to occur from without, not within the system. Mr. Lonsdale talked about the power of the incumbent when running for Congress. He said that incumbents have it all going for them. The challengers have "virtually nothing going for us but our principles and our energy."  Money and PAC support, he said, are the "mother's milk of politics."  Mr. Lonsdale received 46 percent of the vote in his 1990 congressional race. Mr. Gargan is a citizen activist who said that unless comprehensive changes are made in the electoral process, our country is going to crumble. He showed an advertisement about the "Keating 5" which he is personally running in a major national news magazine. Members of the audience were invited to give brief remarks after Stern, Heftel and Lonsdale spoke.</description>

      <title>Washington State Term Limits Arguments</title>
      <description>Attorneys argued the case for and against Washington State's recently passed initiative limiting terms of office in Congress. U.S. Senators would be limited to 12 years and House members would be limited to 6 years. Two cases, [Thorsted v. Gregoire] and [Colony v. Munro], were consolidated into one case,  Mr. Kester, Mr. Pharris, and Mr. Bell argued the case for term limits. Mr. Smith, Mr. Cutler, Mr. Thorsted, and Ms. La Fetra argued the case against term limits. Several of the attorneys also rebutted arguments of the other side.</description>
