 He was born in Harrisburg, PA on June 17, 1943. He earned a B.A. in
 history from Emory University and a P.H.D. from Tulane University.
 He taught history at West Georgia College from 1970 to 1974. He lost
 House races in 1974 and 1976, but won in 1978 and has served in the
 House ever since.</description>
