Hayek and Barry Goldwater to Theodore, and even Franklin, Roosevelt. Mr. Tanner argued that unless conservatives return to their small-government roots the electoral defeat of 2006 will be repeated. He was joined in discussion by Daniel Casse, former special assistant to President Bush; and Dick Armey, former House Majority Leader. After the discussion the participants responded to audience members' questions.

Federal Regulatory Reform

President Clinton and Vice President Gore spoke about the need to reform, not remove, government regulation on business in such areas as environment and workplace safety. They contrasted their views with many Republicans who have called for a moratorium on further regulation. President Clinton said that the administration is attempting to work with members of both parties in Congress on regulatory reform. The president indicated that, soon, the Congress will pass legislation so that Washington won't order states to solve problems without giving them the resources to do it. He said the administration is working with Congress to pass legislation that ensures regulation is especially sensitive to the needs of small businesses and to reduce paperwork. Noting that more must be done, the president said he has instructed regulators to review all regulations and cut those which are obsolete; to work to reward results, not red tape; to get out of Washington and go out into the country to create grass-roots partnerships with the people who are subject to these regulations; and to negotiate rather than dictate wherever possible. He said he has ordered all regulators to report back to him by June 1 with any legislative recommendations they need to implement changes that would be necessary to reduce the regulatory burden on the American people..
