State of the Union Address

In the first State of the Union address delivered to America at war in nearly twenty years, President Bush attempted to reassure the nation that the U.S. will win the war in the Persian Gulf as well as overcome domestic economic problems. Referring to the years leading up to World War Two in which the United States wrestled with issues of appeasement and isolationism, the president spoke of the necessity for resolution and courage to Americans already wary of a possibly lengthy involvement in the Persian Gulf. On the domestic front, President Bush promised to put the recession "behind us" and resume "the largest peacetime economic expansion in history." His speech touched on the Soviet occupation of Baltic states; however, he made it clear he did not want to forsake the working relationship the United States and the Soviet Union had achieved before the latest series of crises. Mr. Bush discussed health care initiatives, political initiatives including the elimination of political action committees, and a possible compromise in the capital gains cut.

Book Discussion on [Sleepwalking Through History]

Mr. Johnson's book, Sleepwalking Through History: America in the Reagan Years, talks about the 1980s as the most important years in the United States since World War II. Ronald Reagan was the first president since Eisenhower to serve two consecutive terms, and this Mr. Johnson said, made it possible for him to "invent an age" whose consequences Americans will be dealing with for years. Mr. Johnson chronicles the significant events that occurred during the Reagan era, including the Iran hostage situation. He also describes the key figures of the era, such as Ivan Boesky, Oliver North and Jim Baker. According to Mr. Johnson, the way to understand the Reagan decade is by examining how America's economic status fell from that of a dominant world power to a struggling debtor nation.

Book Discussion on [The First Universal Nation]

Mr. Wattenberg explained why his book, [The First Universal Nation: Leading Indicators and Ideas About the Surge of America in the 1990s], concludes that America will remain a vital nation into the 21st century. America's success will, in large part, be due to the broad spectrum of ethnic groups which contribute to the dynamism of the culture. He elaborates on other indicators such as health, politics, immigration, and housing. His topics all draw on statistical evidence for guidance. The book is also a memoir of his career, which included working as a speech writer for President Johnson. He is currently a resident scholar at the American Enterprise Institute for Public Policy Research.

President Bush announced the nomination of Ms. Martin, Republican representative from Illinois, to head the Labor Department. The President characterized her as one of his "unofficial advisers," and has been known as a key Bush supporter. Labor leaders showed concern over her pro-business reputation. Former Tennessee Governor Lamar Alexander was nominated as education secretary, replacing Lauro Cavazos, who had resigned the previous week under pressure from the White House. The appointment of Mr. Alexander was praised by education leaders and signalled a positive move by the Bush administration to improve Bush's image as the "education president."

100 Days Domestic Agenda

President Bush marked the end of his 100 day challenge to Congress by delivering an address on domestic issues to an audience on the South Lawn of the White House. In his speech to a joint session of Congress following the Persian Gulf war, President Bush challenged Congress to pass legislation on crime and highways in 100 days, in relation to the 100 hours of the Persian Gulf war. Congress failed to enact either piece of legislation within the 100 days, which end June 14. Democratic leaders previously remarked that the 100 day challenge was only political gimmickry, not a serious effort to get legislation passed. In his remarks, President Bush said the economic boom times of the 1980's left America with difficult social problems, and the bigger government of the late 1970's was unworkable as well. He called for a combined effort of service by the American people and the government to work together to solve the nation's problems. He said "a government properly defined, the marketplace properly understood and service to others properly engaged..." is the only way to achieve "an America whole and good." President Bush introduced no new policy initiatives in the speech, which was not carried on the national news networks.

Rep. Foley, speaker of the House of Representatives, spoke during the 75th anniversary conference of the Brookings Institution, a nonprofit, nonpartisan think tank on public policy, on the 102nd Congress' domestic agenda. After briefly discussing the position of the Democratic party concerning the Persian Gulf war, which he said was strongly supportive of the president's position, Rep. Foley described the Democratic position on education, the infrastructure of the U.S., and health care. He said the American public desired a system of health care which simply cannot be provided under the current system of government and taxes. He also discussed crime in the U.S. and appealed to the Congress to make the U.S. the leading country in the world by improving its way of life at home.
