In 1989, the FBI raided the plant to investigate charges that plant managers were violating federal environmental and safety laws. A grand jury later recommended that managers from DOE and Rockwell International be indicted, but the U.S. attorney handling the case, Mike Norton, instead struck a deal with Rockwell. As part of the deal, members of the grand jury were ordered not to discuss their investigation and their grand jury report was kept secret.
