      <description>Detroit Mayor Kwame Kilpatrick delivered his seventh state of the city address in the Orchestra Hall inside of the Max M. Fisher Music Center in Detroit.
 
 At the conclusion of his speech Mayor Kilpatrick protested media intrusion on his family and attacks. The mayor was formally indicted on 8 felony counts on 3/24/2008 due to alleged misappropriations of funds. He also used controversial racial slurs during this speech.
 
 The beginning of the speech was lost due to technical difficulties.</description>

      <description>Detroit Mayor Kwame Kilpatrick and his lawyer responded to charges of perjury, conspiracy to obstruct justice, obstruction of justice, and misconduct in office, among other charges the Wayne County Prosecutor Kym Worthy announced that morning. They both asserted their confidence that Mayor Kilpatrick would ultimately be found not guilty. The charges resulted from an investigation after sexually explicit text messages surfaced that appear to contradict Mayor Kilpatrick's sworn denials of an affair with Christine Beatty, his former chief of staff.</description>

John Zogby released a "National Opinion Poll on Key '08 Metropolitan Priorities."

      <title>County Officials Legislative Conference</title>
      <description>Secretary Ridge talked about the first year of the Homeland Security Department and credited the cooperation of local authorities for the department's success. Secretary Ridge unveiled a new plan to ease and integrate communications between all levels of government. The National Incident Management System (NIMS) is the nation's first standardized management plan that creates a unified chain of command for federal, state and local lines of government for incident response. The plan includes standards for compatibility of communications and equipment. Other initiatives included combining all watch lists, an information network for situational awareness at all levels of government, a critical infrastructure database, and simplifying the grant process.
 
 Senator Alexander spoke about the similarity between unfunded mandates from the federal government and the federal government eliminating a local tax. He protested Congress subsidizing industries by increasing the financial burdens on local governments. He focused on the question of taxation of high-speed Internet access and telephone service.
 
 The National Association of Counties gave him the 2003 Legislator of the Year award for protecting the interests of state and local governments.</description>

 At the start of the meeting, Mr. Stapley showed a video of the site of the next annual conference in Maricopa County, Arizona. After Secretary Minetta's speech Mr. Kyle read a list of the counties that were new members of the association.
