      <description>Robert Caro talked about his book [The Power Broker: Robert Moses and the Fall of New York], published by Vintage. This biography of Robert Moses won a Pulitzer Prize in 1974. He talked about how he came to write this book about the power of unelected public authorities. Mr. Caro detailed some of the great urban landscapes designed by Robert Moses and the costs to the people and neighborhoods of New York City.
 
 This program was presented in conjunction with the exhibition "Robert Moses and the Modern City: Remaking the Metropolis"  The exhibit at three museums in New York City focuses on the extensive physical transformation of New York City guided by city planner Robert Moses (1888-1981), from 1934 to 1968.</description>

      <description>Justin Martin talked about the life of landscape architect Frederick Law Olmstead (1822-1903). In his book Mr. Martin reports on Olmstead's numerous public space designs, which include the U.S. Capitol grounds, New York City's Central Park, and Boston's Emerald Necklace. The author relays that besides his professional career, Frederick Law Olmstead was a well known journalist and abolitionist. Justin Martin was interviewed on July 26, 2011, by Tupper Thomas, former president of the Prospect Park Alliance, at McNally Jackson Books in New York City. He also responded to questions from members of the audience.</description>

      <description>Doug Boyd talked about his book documenting the demolition of the Crawfish Bottom area of Frankfort along the Kentucky River and the displacement of its residents. Misconceptions about the community helped make it a target for urban renewal projects that replaced the neighborhood with the city's Capital Plaza in the mid-1960s. Douglas Boyd, the author of [Crawfish Bottom: Recovering a Lost Kentucky Community], was interviewed at the Old State Capital.
C-SPAN's Local Content Vehicles (LCVs) on their "2011 LCV Cities Tour" were in Frankfort, Kentucky, on March 28-31 and August 1-3, 2011, to feature the history and literary life of the community. Working with the Frankfort Plant Board local cable affiliate, they visited literary and historic sites where local historians, authors, and civic leaders were interviewed. The history segments air on American History TV (AHTV) on C-SPAN3 and the literary events/non-fiction author segments air on BookTV on C-SPAN2.</description>

      <title>Enterprise Zones</title>
      <description>The committee heard testimony from public policy academicians and members of federal and local government on the policy of enterprise zones, which are economically depressed areas that receive economic benefits from the federal government in order to attract business and investment. Questions have been raised on the effect of federal enterprise zone legislation on other cities or areas of cities which do not receive federal benefits. Secretary of Housing Kemp argued in favor of enterprise zones to encourage the creation of investment and business, which he called the essential element of a healthy tax base. Without a healthy tax base, cities may fail economically, as Bridgeport, Connecticut did earlier in 1991 when it declared bankruptcy.</description>

      <title>Fiscal Condition of Local Governments</title>
      <description>In 1980, the federal government provided almost $16 and a half billion directly to county, municipal, and township local governments. By the end of the 80's that figure had plunged nearly 40 percent, with the federal government requiring local authorities to spend the money to offset the  losses, and find other ways to fund basic government services, such as police, and fire protection, education and health care. On October 22, Congressman John Conyers introduced the local partnership act of 1991. The bill's purpose would be to ease the fiscal squeeze on the nation's local government by authorizing the federal government to make "partnership payments totaling 14 billion over the next five years."   The payments would be allocated by a formula directly to the 39,000 local governments, and each entity would be able to spend the money for its own priorities. By including in the formula the per capita income of the residents of each locality and the unemployment rate for the state in which the local government is located, the bill would targets funds to the areas that are feeling the worst effects of the federal shortfall.</description>

      <title>Urban Revitalization Program</title>
      <description>President Bush spoke on his administration's program for revitalizing America's cities during a photo opportunity in the Oval Office. President Bush stood before a chart listing his administration's programs for ridding the cities of crime, promoting businesses in the inner cities, and educational reforms designed to improve city schools. Presdient Bush's news conference came nearly two weeks after riots broke out in Los Angeles after the acquittal of four white police officers charged with beating a black suspect during an arrest captured on videotape by a Los Angeles resident. President Bush previously announced the infusion of $800 million of federal aid to Los Angeles. He could not give exact figures on the cost of the programs when asked by reporters.</description>
