The Bureau counted the homeless by naming one night in March, 1990 as Operation Shelter and Street Night. On this night census workers walked the streets looking for and counting the number of homeless people. From the number of homeless counted, the Bureau extrapolated to produce the final number of homeless in the U.S. Advocates for the homeless argue the method of counting homeless people used by the Census Bureau vastly underestimated the true number of homeless in America, which results in lowered and inadequate spending on programs for the homeless. Further arguments against the Census Bureau's figure include claims that the count was skewed toward the homeless in cities rather than rural areas, and toward the homeless in shelters rather than the street.
