Census Count of Homeless Population

The Senate Government Information and Regulation subcommittee and the House Census and Population subcommittee heard testimony on the methods used by the U.S. Census Bureau to count the homeless during the nationwide census in 1990. The Bureau counted the homeless by naming one night in March, 1990 as Operation Shelter and Street Night. On this night census workers walked the streets looking for and counting the number of homeless people. From the number of homeless counted, the Bureau extrapolated to produce the final number of homeless in the U.S. Advocates for the homeless argue the method of counting homeless people used by the Census Bureau vastly underestimated the true number of homeless in America, which results in lowered and inadequate spending on programs for the homeless. Further arguments against the Census Bureau's figure include claims that the count was skewed toward the homeless in cities rather than rural areas, and toward the homeless in shelters rather than the street. Dr. Hopper presented a series of slides depicting the difficulties meeting census enumerators.

Mr. DePastino talked about his book, [Citizen Hobo: How a Century of Homelessness Shaped America], published by University of Chicago Press. In the book, the author works to explain the origins of homelessness in America. He documents the story of the homeless men who began moving around the country in large numbers following the Civil War, as well as the changing face and definition of homelessness. According to Mr. DePastino, the word "tramp" was introduced into the American lexicon during the Civil War to describe a long march. The author also talks about the evolution of the words "hobo" and "bum". He discusses the subculture of homelessness and its influence on the social fabric of the United States. Following prepared remarks, Mr. DePastino responded to questions from the audience.
