He stated that in 2011 a record number of presidentially declared disasters and emergencies happened in the U.S. and that those disasters were larger than past years in terms of their scale and impact. 
Brian Kamoie received his bachelor's degree in policy studies and political science from Dickinson College. He received law and public health master's degrees from George Washington University. He is married with two daughters.</description>

      <description>In a morning session of hearings, Mr. Brown testified about federal, state and local responses to Hurricane Katrina. In his testimony he placed blame for inadequate relief and recovery efforts on various state and local entities, lack of federal funding for the Federal Emergency Management Agency, and slow reactions by other federal agencies. In sometimes contentious questioning he called officials and agencies in Louisiana government "dysfunctional" and chided the media for its reporting on the storm and its aftermath. 
 
 House Democratic leadership had refused to endorse the hearing, saying that investigation of Hurricane Katrina matters should be referred to an independent commission free of political agendas. Members, however, were free to attend the hearing and question the witness if they desired.</description>

      <title>Mississippi Flood of 1927</title>
      <description>In the aftermath of Hurricane Katrina Mr. Barry examined one of the biggest natural disasters ever to take place in this country -- the great Mississippi Flood of 1927. In April 1927, levees on the Mississippi River broke after days of record-breaking rain. The resulting flood and its aftermath killed as many as 1,000 people and displaced about 700,000 more in the Lower Mississippi River Valley, mainly in Arkansas, Mississippi, and Louisiana. At a time when the federal budget was barely $3 billion, the flood caused an estimated $1 billion in damage.
Mr. Barry discussed topics related to the flood and its effects on the region and the country. Included among the topics were the exodus of thousands of blacks from the south to the north, federal involvement in natural disaster relief, and the effects on political fortunes for politicians including Herbert Hoover and Huey P. Long. Film footage of the 1927 flood of the Mississippi was shown and Mr. Barry responded to telephone calls from viewers.

      <description>Mr. Klinenberg talked about the Chicago heat wave that killed over 700 people in one week during the summer of 1995. His book, [Heat Wave: A Social Autopsy of Disaster in Chicago], was published by University of Chicago Press and takes a detailed look at the death toll's contributing factors - including the fact that a large number of the victims lived alone and had no family or community support. He also discusses the racial and economic dimensions of the disaster and comments on the skeptical response of city officials and the media, during and after the event. Professor Klinenberg showed slides during his presentation. and answered questions from members of the audience following his remarks.

      <title>Hurricane Katrina Response</title>
      <description>Senator Collins and Senator Lieberman of the Senate Homeland Security and Government Affairs Committee held a press conference to release their findings and recommendations to be included in the Hurricane Katrina report that would be presented to the full committee for approval the following week. Their report was highly critical of the Federal Emergency Management Agency which was characterized as a "a symbol of a bumbling bureaucracy" that must be dismantled. The report called instead for a National Preparedness and Response Authority whose head would report to the secretary of Homeland Security but serve as the president's top adviser for national emergency matters, akin to the military role played by the chairman of the Joint Chiefs of Staff.
 
 Senators Collins and Lieberman led the seven-month bipartisan investigation of the government's preparation for and response to Hurricane Katrina that resulted in the examination of 830,000 pages of documents, 22 hearings that included 85 witnesses, and interviews of over 320 witnesses.</description>
