Governor Robert Casey of Pennsylvania discussed the Supreme Court case [Planned Parenthood v. Casey] due to come up for arguments in the Supreme Court on April 22, 1992. Gov. Casey defended the state's law he had signed which places restrictions on the medical procedure of abortion. Governor Casey said the law, which was at the center of the Supreme Court case, was a moderate and appropriate legal response concerning abortion that enjoys wide public support in Pennsylvania. Although many people believe the decision by the Supreme Court will set a precedent for the constitutionality of state laws concerning abortion, Gov. Casey stated his opinion that the Supreme Court could uphold the state law while not overturning its previous decision in [Roe v. Wade].

Five women who underwent a certain type of abortion procedure which is usually performed late in a pregnancy talked about why it was necessary for them and their fetuses. Then President Clinton explained why he voted this legislation. In his remarks he stated: "I will say again, if the Congress really wants to act out of a sincere concern that some of these things are done, which are wrong, in casual ways, then if they will meet my standards to protect these families, they could pass a bill that I would sign tomorrow. But these people have no business being made into political pawns. As I said, and as they said, they never had a choice. This affects staunchly pro-life families as well as people that are pro- choice. They never had a choice. And I cannot in good conscience see their lives damaged and their potential to build good, strong families damaged."

RU-486 Health and Safety Standards

Witnesses testified about the safety record of the abortion-inducing drug RU-486 and standards for women's health applied in the drug approval process.

The Food and Drug Administration had received reports of 12 deaths that might have involved use of the drug, including nine in the United States. Of the U.S. cases, four resulted from infections with Clostridium sordellii, a rare bacterium. A fifth case was linked to a similar bacterial infection with Clostridium perfringens. The FDA concluded the other U.S. cases were unrelated to use of the drug.

RU 486 Abortion Pill

The subcommittee heard from the French inventor of RU486, contraception researchers, and critics of the drug on the safety and effectiveness of RU486, the so-called abortion pill. RU486 is a drug that can be taken to cause an abortion during the first nine weeks of a pregnancy. It is also being tested as a possible treatment for breast cancer. Great Britain and France have approved the drug for general use. RU486 is not available in the United States, the drug's manufacturer says, because of fears that anti-abortion groups would encourage a boycott against its products. Dr. Baulieu is the developer of RU486.
