 Secretary General Ban briefly talked about a car bombing in Algiers, Algeria by al-Qaeda Organization in the Islamic Maghreb that killed 31 people, including 17 UN officials.
 
 Indonesian President Susilo Bambang Yudhoyono welcomed the delegates into Indonesia. He also talked about the goals of lower emissions of carbon and a reduction in the effects of climate change. He emphasized the need for a solution rather than assigning blame.</description>

      <title>Background Briefing on U.S.-Soviet Summit</title>
      <description>Brent Scowcroft, the U.S. national security adviser, briefed reporters on the upcoming superpower summit in Moscow. Despite the signing of the START arms control treaty during the summit, Mr. Scowcroft said the first post-Cold War summit would attempt to develop a new relationship between the U.S. and the Soviet Union.
