      <title>Center for Oceans Law and Policy Conference</title>
      <description>Panelists talked about the Law of the Sea Treaty. They urged President Obama and Congress to ratify the treaty.
The first half hour is not included, the event was joined in progress.
The Law of the Sea Treaty, adopted in 1982 but still not ratified, calls for technology transfers and wealth transfers from developed to undeveloped nations. It also requires parties to the treaty to adopt regulations and laws to control pollution of the marine environment. The treaty establishes specific jurisdictional limits on the ocean area that countries may claim, including a 12-mile territorial sea limit and a 200-mile exclusive economic zone limit.</description>

On the previous day, the Select Committee on Energy Independence and Global Warming held a post-Bali analysis to determine a viable policy option on global warming for the U.S. The final weekend of the two-week international conference produced a world-wide agreement to move forward on changing emission standards. Batten talked about the U.S. delegation's initial opposition to the Bali agreement, its reversal, and whether continued cooperation with the international community can be expected.       <description>United Nations (UN) Secretary General Ki-Moon Ban talked about the global efforts to reduce carbon emissions. He talked about the effects of climate change on people and the environment. He talked about the responsibilities of the delegates in reduction of carbon emissions. 
 
 Secretary General Ban briefly talked about a car bombing in Algiers, Algeria by al-Qaeda Organization in the Islamic Maghreb that killed 31 people, including 17 UN officials.
 
 Indonesian President Susilo Bambang Yudhoyono welcomed the delegates into Indonesia. He also talked about the goals of lower emissions of carbon and a reduction in the effects of climate change. He emphasized the need for a solution rather than assigning blame.</description>

      <title>Environmental Impact of Base Closings, P.M.</title>
      <description>The Defense Base Closure and Realignment Commission continued its hearing on the environmental and economic impact of military base closings. Earlier in the year, the Department of Defense released a list of military bases proposed for closure as an accompaniment to the planned reduction in manpower instituted by the Department of Defense. The department intends to cut U.S. military personnel 25 percent by fiscal year 1996. Concerns were raised by environmental groups concerning the cleanup of toxic and hazardous substances on bases slated to be closed. The commission also sought testimony on the method of land valuation of closed bases, which will affect the local economies of towns surrounding closed bases.</description>

      <title>Environmental Impact of Base Closings, A.M.</title>
      <description>After returning from a series of regional meetings concerning military base closures, members of the Defense Base Closure and Realignment Commission heard testimony on the environmental impact of base closures on the area on and around the military base. The Department of Defense announced earlier in the year it would close or severely reduce operations at a number of U.S. military bases around the county to accompany a reduction in manpower of the U.S. military. Due to changes in military strategy brought on by the end of the Cold War and budget constraints, the Department of Defense plans to reduce its manpower by 25 percent by fiscal year 1996. Critics of the Department of Defense and environmental advocates expressed concern that the military bases themselves, on which toxic waste was handled and stored, would be abandoned by the Department of Defense rather than completely cleaned and made safe for habitation by humans and wildlife. The Commission sought to determine the extent of environmental hazards on bases slated for closure, and also sought to determine the value of the land on the bases, which will have economic impact on the surrounding community.</description>

      <title>North American Free Trade Agreement</title>
      <description>The Mobilization on Development, Trade, Labor, and the Environment, a coalition of representatives from over 60 human, civil rights, and environmental groups, held a news conference to express their objections to the proposed North American Free Trade Agreement. Members of the coalition spoke to reporters on behalf of farmers in the U.S., Canada, and Mexico, and the environment. Mr. Cavanaugh said the group found a great deal of opposition to the North American Free Trade Agreement in Canada and Mexico as well as the U.S. He called for an expansion of the negotiations over a trade agreement to include regulations concerning worker rights and environmental protection.</description>

      <title>New Wildlife Policy for Kenya</title>
      <description>Dr. Leakey talked about wildlife preservation. He said that prior to
 his appointment, certain animals, like the African elephant and the
 white rhinoceros, were being poached almost to the point of
 extinction. By killing and selling the ivory tusks of just one
 elephant, a poacher could earn the nation's average annual income.
 
 Under his direction, during an eight month period in 1990, 26
 elephants were killed, compared to the same period two years earlier
 when more than 2,000 were killed. He said the country's poverty has much to
 do with the possible extinction of species within Kenya.
 
 Dr. Leakey chose this NPC speech to announce his new proposals for
 the protection of African elephants in Kenya and the punishment of
 poachers. He prefaced these plans by saying, "There is no doubt that
 through the activities of our species, Homo sapiens, countless
 numbers of living organisms are disappearing from the face of this
 planet."  He said that there is no doubt in his mind that humans
 cannot stop extinction, and that they want to have supremacy with
 their interests ultimately put first. But he added, "let us never
 forget that we are living organisms, we are a living species, and if
 we deplete this planet of the sustainability of life, we increase the
 probability that extinction will affect us too."  Dr. Leakey is the
 son of the paleontologists Louis and Mary Leakey, who were the first
 to link man's earliest evolution to Africa.</description>

      <description>Mr. Salman spoke to reporters on the huge and growing oil slick in the Persian Gulf being fed from pipelines and tankers in Kuwait. The gigantic slick, created nearly a week earlier by Iraqi forces in Kuwait, threatened wildlife and sealife on a monumental scale along the coast of Kuwait and Saudi Arabia. The Saudis were attempting to implement contingency plans to battle the oil slick, which Mr. Salman said was one of the largest spills in history. The effects of the spill would be felt for a long time after the spill itself was contained from growing. On Sunday, U.S. warplanes bombed the oil installations along the coast that were feeding the slick in an attempt to stem the flow of oil into the Gulf. The success of their efforts were unknown immediately.</description>

The House passed S. 2952 to extend the Energy Policy and Conservation Act by a voice vote. The House passed S. 2830 to extend and revise agricultural price support programs and to provide for credit, research and conservation by a voice vote. The House received a message from the president declaring a national emergency regarding Iraq.</description>
